Brandt, <br />359 <br />Inc., prompted by T-Mobile, for approval of a ninety-foot (90’) tall <br />360 <br />telecommunication monopole and ground-mounted equipment area at 2975 Long <br />361 <br />Lake Road as a CONDITIONAL USE, pursuant to City Code, Chapter 1013 <br />362 <br />(General Requirements) and 1014 (Conditional Uses); as detailed in the Request <br />363 <br />for Planning Commission Action dated September 29, 2010. Mr. Lloyd advised <br />364 <br />that additional engineering data was pending related to potential impacts of the <br />365 <br />monopole structure to electrical transmission, as addressed in Condition A in <br />366 <br />Section 6.0 of the report. <br />367 <br />Staff recommended approval of the proposed CONDITIONAL USE for George C. <br />368 <br />Brandt, Inc., to allow installation of a telecommunication monopole facility at 2975 <br />369 <br />Long Lake Road, based on the comments and findings of Sections 4 – 5, and the <br />370 <br />conditions of Section 6 of the Request for Planning Commission Action dated <br />371 <br />September 29, 2010. <br />372 <br />Discussion among Commissioners and staff included the height and distance of <br />373 <br />the tower in comparison to the power pole; proposed location of the pole on site; <br />374 <br />equipment comparable to other low-power signals; work lights associated with <br />375 <br />the tower; and staff rationale for providing limitations on the number of providers <br />376 <br />per pole specific to visibility impacts. <br />377 <br />Applicants, Paul Herrington, Site and Acquisition Work for T-Mobile <br />378 <br />Mr. Herrington addressed previous discussion related to location of the pole on <br />379 <br />the site based on property owner and transmission requirements; clarified that <br />380 <br />there would be no lights on top of the monopole for aeronautic concerns as its <br />381 <br />height was insufficient to require such lighting; and confirmed that they would <br />382 <br />provide engineering data as requested by staff to address the electrical <br />383 <br />transmission lines. <br />384 <br />Public Comment <br />385 <br />For the record, Mr. Lloyd noted written comments included in the meeting packet <br />386 <br />from an adjacent apartment building manager, speaking in opposition. <br />387 <br />Chair Doherty closed the Public Hearing, with no one appearing for or against. <br />388 <br />Chair Doherty and Member Wozniak spoke in support of the request. <br />389 <br />MOTION <br />390 <br />Member Wozniak moved, seconded by Member Doherty to RECOMMEND <br />391 <br />TO THE CITY COUNCIL APPROVAL of the proposed CONDITIONAL USE for <br />392 <br />George C. Brandt, Inc., to allow installation of a telecommunication <br />393 <br />monopole facility at 2975 Long Lake Road, based on the comments and <br />394 <br />findings of Sections 4 – 5, and the conditions of Section 6 of the Request <br />395 <br />for Planning Commission Action dated September 29, 2010. <br />396 <br />Ayes: 7 <br />397 <br />Nays: 0 <br />398 <br />Motion carried. <br />399 <br />Chair Doherty announced that this case was scheduled before the City Council at <br />400 <br />their October 11, 2010 meeting. <br />401 <br />c.
