Mr. <br />412 <br />Lloyd advised that this is the third request for antenna on this building by the <br />413 <br />same applicants; and their request to address this and future installations of up to <br />414 <br />four (4) wireless service providers, as addressed in Section 6 of the report, <br />415 <br />specifically in Condition E. <br />416 <br />Staff recommended approval of the proposed request. <br />417 <br />Discussion among Commissioners and staff included clarification on actual <br />418 <br />installation and future installations and supporting equipment; flush mounted <br />419 <br />telecommunication equipment approval processes; a history of open-ended PUD <br />420 <br />Amendment approvals; clarification of aesthetics of each antenna, and each <br />421 <br />provider(s) on those antennas; and how many are appropriate for installation at <br />422 <br />specific buildings. <br />423 <br />Member Gisselquist expressed his preference for approving these requests <br />424 <br />singly rather than en mass. <br />425 <br />Mr. Paschke suggested applying an additional condition limiting the quantity of <br />426 <br />installations associated with this PUD Amendment. <br />427 <br />Steve Carlson, Representative of Presbyterian Homes, Owner of EagleCrest <br />428 <br />Mr. Carlson reviewed the considerations of Presbyterian Homes for the number <br />429 <br />of allowable installations – aesthetically and functionally – on their facilities, while <br />430 <br />accommodating their existing antenna tenants and any related equipment. <br />431 <br />Public Comment <br />432 <br />For the record, Mr. Lloyd noted written comments included in the meeting packet <br />433 <br />from an adjacent apartment building manager, speaking in opposition based on <br />434 <br />health concerns. <br />435 <br />Chair Doherty closed the Public Hearing with no one appearing for or against. <br />436 <br />MOTION <br />437 <br />Member Cook moved, seconded by Member Boerigter to RECOMMEND TO <br />438 <br />THE CITY COUNCIL APPROVAL of the proposed PLANNED UNIT <br />439 <br />DEVELOPMENT (PUD) AMENDMENT to allow a limited amount of <br />440 <br />freestanding antennas and supporting equipment on the roof of the <br />441 <br />EagleCrest building at 2925 Lincoln Drive; based on the comments and <br />442 <br />findings of Sections 4 – 5, and the conditions of Section 6 of the Request <br />443 <br />for Planning Commission Action dated September 29, 2010. <br />444 <br />Ayes: 6 <br />445 <br />Nays: 1 (Gisselquist) <br />446 <br />Motion carried. <br />447 <br />d. PROJECT FILE 0004 AND 0017 <br />448 <br />Request by the Roseville Planning Division to consider corrections or <br />449 <br />amendments to the 2030 Comprehensive Lane Use designations of <br />450 <br />approximately twenty (20) parcels throughout the city and the subsequent <br />451 <br />rezoning of the same parcels to be consistent with the Comprehensive Plan <br />452 <br />as required by State Law <br />453 <br />Chair Doherty opened the Public Hearing for PROJECT FILE 0004 and 0017. <br />454 <br />City Planner Thomas Paschke reviewed each of the sixteen (16) parcels <br />455 <br />throughout the City identified by staff during their review of City zoning and <br />456 <br />consistency with the 2030 Comprehensive Plan Land Use designations as <br />457 <br />required by State Law. <br />458 <br />2666 Sheldon Street – Private Property <br />459 <br />Discussion included use of this parcel for a single-family home (parsonage) and <br />460 <br /> <br />
