Planning Commission Meeting <br />Minutes – Wednesday, December 01, 2010 <br />Page 6 <br />and private golf courses; and opined that he remained supportive of design <br />258 <br />standards for Parks and Recreation Districts. <br />259 <br />Commissioner Gottfried spoke in disagreement with Vice Chair Boerigter’s point <br />260 <br />of view as it related to design standards, opining that the key pointed wrestled <br />261 <br />with by the Commission was the effort put into their inclusion and the need to pay <br />262 <br />attention to those design standards. Commissioner Gottfried noted that this was <br />263 <br />a living, breathing document, and future changes may become apparent as it is <br />264 <br />put into practical use and application. Commissioner Gottfried noted, relative to <br />265 <br />garages and design standards, parking spots or bringing commercial properties <br />266 <br />closer to the streetscape through those specific design standards, were <br />267 <br />necessary to guide the community into the future in an orderly and desirable <br />268 <br />fashion, not a documentation of what Roseville looks like today, not just the <br />269 <br />future in two (2) years, but in twenty (20) years, which may be two entirely <br />270 <br />different futures. Commissioner Gottfried opined that, as individual <br />271 <br />circumstances are brought forward, the Planning Commission would need to <br />272 <br />accept and deal with those not sufficiently vetted. Commissioner Gottfried spoke <br />273 <br />in support of the document; opining that it wasn’t perfect, but it had his support. <br />274 <br />Commissioner Cook opined that the proposed document was a big improvement <br />275 <br />over the existing and outdated code; and further opined that Performance <br />276 <br />Standards were the way to go, with some in the proposed code being more rigid, <br />277 <br />but more of them actually providing for more flexibility. Commissioner Cook <br />278 <br />echoed the appreciation to staff of the good job in putting the document together. <br />279 <br />Commissioner Wozniak concurred that he was pleased with staff’s work and <br />280 <br />efforts on this documents; and further expressed his appreciation that the <br />281 <br />standards and provisions did justice to the Imagine Roseville 2025 process, in <br />282 <br />addition to other public input received by staff and the City Council through the <br />283 <br />various means of working hard to get that citizen input. <br />284 <br />Ayes: 6 <br />285 <br />Nays: 0 <br />286 <br />Motion carried. <br />287 <br />6. Ratify the following dates for the 2011 regular Planning Commission meeting <br />288 <br />schedule: <br />289 <br />Staff provided proposed meeting dates for 2011, noting that they were all on the first <br />290 <br />Wednesday of each month, and appeared to have no immediate conflicts with holidays. <br />291 <br />MOTION <br />292 <br />Member Boerigter moved, seconded by Member Gisselquist ratified the following <br />293 <br />2011 regular Planning Commission meeting dates: <br />294 <br />January 5 February 2 March 2 April 6 <br />295 <br />May 5 June 1 July 6 August 3 <br />296 <br />September 7 October 5 November 2 December 7 <br />297 <br />Ayes: 6 <br />298 <br />Nays: 0 <br />299 <br />Motion carried. <br />300 <br />While recognizing that the Public Hearing had already been closed, Vice Chair <br />301 <br />Boerigter recognized that some members of the public had entered the Chambers, <br />302 <br />and opened the meeting to hear their comments in general. <br />303 <br />Dale Howie, 991 Parker (solar home) <br />304 <br />Mr. Howie concurred with Commissioner comments on the great job done by staff and <br />305 <br />consultants in preparing the document, specifically those items addressing solar energy. <br />306 <br />Mr. Howie advised that, as a solar enthusiast with a vested interest in having a solar <br />307 <br />system, he thought the document provided for flexibility and was well-done; addressing <br />308 <br />solar needs and providing for easy understanding of the regulations. <br />309 <br /> <br />
