Planning Commission Meeting <br />Minutes – Wednesday, December 01, 2010 <br />Page 7 <br />Commissioner Gisselquist noted that the Commission had discussed solar energy prior to <br />310 <br />his arrival, and anticipated future discussions as new technologies and practical <br />311 <br />application of regulations currently outlined in code were addressed. <br />312 <br />Steve Enzler - 1995 West County Road B <br />313 <br />For the record, Mr. Enzler noted that through the rewrite process, the long-term issues <br />314 <br />with his currently zoned single-family property had been addressed; and expressed <br />315 <br />appreciation for process. Mr. Enzler sought verification and clarification from staff on how <br />316 <br />the adjacent property owner seeking a zoning change and Comprehensive Plan <br />317 <br />Amendment would proceed under the new code if he chose to pursue the matter. <br />318 <br />Mr. Paschke clarified that the same process would apply under the new code as it related <br />319 <br />to the City Council and requirement for a super majority vote for any Comprehensive Plan <br />320 <br />Amendment, including any map or text changes, or 4 out of 5 votes. Mr. Paschke <br />321 <br />advised that Roseville was one of only a few remaining cities requiring a super majority <br />322 <br />vote for Comprehensive Plan Amendments at the Planning Commission level, as well as <br />323 <br />the City Council level; and now that stipulation had been removed from the Planning <br />324 <br />Commission purview and on to the City Council in accordance with State Statute <br />325 <br />mandates. <br />326 <br />Further discussion ensued between Mr. Enzler and staff specifically related to his <br />327 <br />property and adjacent parcels; and applicable as in the past, but relocated to the Zoning <br />328 <br />Code as appropriate. <br />329 <br />Mr. Enzler spoke in support of the document, and applauded the work being done; and <br />330 <br />expressed his appreciation of changes made for the benefit of all Roseville citizens, and <br />331 <br />the more user-friendly format. <br />332 <br />7. Adjourn <br />333 <br />Vice Chair Boerigter adjourned the meeting at approximately 6:30 p.m. <br />334 <br />
