REQUEST FOR HRA ACTION <br />Date: 5-18-10 <br />Item No: 9b <br />Staff Approval: Agenda Section: <br /> Action Items <br />Item Description: Rental Neighborhood Enhancement Program <br />Background <br />At the last meeting, staff presented the RHRA Board with information about the rental registration program. <br />As part of that presentation, staff indicated that there does seem to be a higher correlation of nuisance code <br />compliance when a single-family home is being rented versus owner-occupied. To address this issue, staff <br />suggested that annual inspections for nuisance violations occur for single-family rental properties. It was <br />the thought of staff that these inspections be similar to the existing Neighborhood Enhancement Program; <br />namely that walk-by inspections be done on these properties to focus on typical nuisance violations. In this <br />way things such as tall grass, building maintenance, and junk/garbage in the rental single-family yards can <br />be more promptly addressed. <br />In reviewing the matter, staff has determined that the Community Development Department will be able to <br />incorporate the inspection of rental single-family homes as part of the ongoing Neighborhood Enhancement <br />Program without any additional costs. This is due to the efficiency of the program and employee assigned <br />to the program as well as the relatively small amount of rental single-family homes (141). Staff is in the <br />process of integrating these inspections into the normal routine of the NEP. <br />Suggested RHRA Action <br />No action is required. Staff will integrate the inspection of rental single-family homes into the existing <br />Neighborhood Enhancement Program.
