REQUEST FOR HRA ACTION <br />Date: 5-18-10 <br />Item No: 9c <br />Staff Approval: Agenda Section: <br /> Action Items <br />Item Description: <br />RHRA role in fostering housing in Roseville <br />Background <br />Last meeting, board members discussed the role that the RHRA should play in fostering housing in <br />Roseville. Rather than being reactionary, the board wanted to make sure that our efforts in housing are <br />based on adopted policy. <br />Staff would like to take this opportunity to revisit the Housing and Neighborhood section from the 2030 <br />Comprehensive Plan (Attachment A) that the RHRA has reviewed and incorporated into the 2008-2012 <br />RHRA Strategic Plan (Attachment B) that was adopted July 27, 2009. The City adopted the 2030 <br />Comprehensive Plan on October 26, 2009. Staff has highlighted the goals and policy as they relate to the <br />RHRA’s role in fostering the development of a variety of housing options that will support housing <br />redevelopment and infill projects that complement existing neighborhood character and improve <br />neighborhood desirability and livability. <br />The 2010 RHRA Work Plan, adopted on January 19, 2010, (Attachment C) is attached. This year’s work <br />plan gives direction to the HRA to explore the opportunities that are available to the RHRA along with <br />exploring opportunities to create affordable senior housing that was identified in the 2009 Multi-Family <br />Housing market study. <br />In addition the HRA’s mission statement is highlighted. The mission of the RHRA for the City of Roseville <br />is to plan, implement, and manage housing projects and activities for citizens by providing equal <br />opportunities for quality, decent, safe homes, and a suitable living environment; and strengthening <br />partnership among all levels of government, non-profit and for-profit organizations to maximize social and <br />economic benefits. <br />It is all of these documents that guide the RHRA’s role in fostering housing development with in our <br />community. Staff believes these documents prescribe the role of the HRA in the Roseville housing market. <br />Suggested RHRA Action <br />No action is required.
