Memorandum of Understand for the Production of Green Remodeling Plan Book for the
Roseville Housing and Redevelopment Authority
September 30, 2010
Project Overview
Roseville is a first ring suburb with a majority of its homes built between the 1950s and 1970s.
Remodeling is often a solution for homeowners who want to stay in or move to neighborhoods
located near urban centers of the Twin Cities. Roseville has historically offered its homeowners
remodeling ideas to assist the residents in making their homes more energy efficient and
sustainable. The Roseville Housing and Redevelopment Authority (RHRA) is committed to
leveraging its support for remodeling to make Roseville’s homes more sustainable for future
generations as well as lower the operating costs. Given its commitment to environmental
responsibility, the RHRA has decided to spearhead the development of a Green Remodeling Plan
Book, which will provide practical ideas to make any remodeling project a green project – from
a fresh coat of paint to a complex room addition.
Roseville homes are affordable; the median home value for 2010 is $223,800. Based on the
American Community Survey 48% of Roseville’s households fall below 60% of the area median
income. It is even more important for Roseville to ensure that its homeowners sustain and
improve their homes. The Green Remodeling Plan Book will help residents simplify the process
of implementing green practices to reduce their costs and improve their quality of life.
Project Objectives/Outcomes
The RHRA’s main objective is to create a web-friendly Green Remodeling Plan Book that
addresses general and specific home improvement questions and features concepts to inform
homeowners’ remodeling decisions. The Plan Book’s set-up will allow for the document to be
printed easily. In addition, the Plan Book also will serve as a scrapbook for homeowners that
want to record the details of the improvements to leave with the home.
The RHRA and the Family Housing Fund (FHF) will enter into an agreement related to the
creation of the Green Remodeling Plan book. The RHRA financial contribution to the creation
of the Green Remodeling Plan book will be RHRA staff time, payment of intern and
Communications Specialist. The FHF financial contribution will be the payment for Flisrand
Consulting (FC) and any expert feedback costs associated with the final review of material.
RHRA – Scope of Work
RHRA will take on the following scope of work in order to help facilitate and develop the Green
