HRA Meeting <br />Minutes – Tuesday, September 21, 2010 <br />Page 3 <br /> <br /> <br />website; freedom in reformatting data on the Living Smarter webpage; and whether the City <br /> <br />Council was anticipating updating the City website in the near future. <br /> <br /> <br /> <br />Ms. Kelsey noted that the next steps in the Living Smarter campaign would include development of <br /> <br />Public Relations press releases; and social media advertising to get a bigger internet presence rather <br /> <br />than hard copy print ads. <br /> <br /> <br />Chair Maschka noted the need to interview new families and younger families moving into <br /> <br />Roseville to get their rationale for moving to Roseville. <br /> <br /> <br /> <br /> <br /> <br /> <br />Ms. Kelsey advised that such interviews, and focusing on the amenities to be found in Roseville <br /> <br /> <br />and its convenient location, were in process. <br /> <br /> <br /> <br /> <br /> <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br /> <br /> <br /> <br /> <br />a.Update on Energy Audit Program <br /> <br /> <br />Ms. Kelsey advised that approximately sixty (60) of the available eighty-three (83) free home <br /> <br /> <br />energy audits had been paid to-date; and reviewed the reimbursement process followed as well <br /> <br /> <br />as the return post card provided for their comments. Ms. Kelsey reviewed the positive <br /> <br /> <br />comments received to-date on the helpfulness of the audits; identification of energy wasters; <br /> <br /> <br />recommended improvements; and household size; all of which will allow staff to track those <br /> <br />comment cards and provide a report on the responses. Ms. Kelsey advised that staff would <br /> <br /> <br />also track the addresses over the next two (2) years of those receiving energy audits and <br /> <br />whether Building Permits were pulled to make those energy improvements; and home <br /> <br />improvement valuations. <br /> <br /> <br />b.Foreclosure Update <br /> <br />Mr. Trudgeon provided an update on foreclosure tracking; and the suggestion by <br /> <br />Councilmember Pust when the information was last presented to the City Council in the <br /> <br /> <br /> <br />quarterly HRA report; for providing overlay information over a three (3) year period to be <br /> <br /> <br /> <br />aware of any areas of concern. Mr. Trudgeon advised that he would provide that overlay <br /> <br /> <br />information to members via e-mail in the near future. Mr. Trudgeon noted that, while there <br /> <br /> <br /> <br />were no significant areas of concern yet, there were several areas that bore watching <br /> <br /> <br />(Rosewood Condominiums and James Addition); and that code enforcement complaints were <br /> <br /> <br />trending more toward foreclosed properties. Mr. Trudgeon further noted that Roseville’s <br /> <br /> <br />foreclosure rates continued to trend lower than neighboring communities, but were still higher <br /> <br /> <br />than preferred. <br /> <br /> <br /> <br /> <br />c. Council Approval of Preliminary HRA Levy <br /> <br /> <br />Mr. Trudgeon noted City Council approval of the Preliminary HRA Levy at their September <br /> <br /> <br />13, 2010 meeting. <br /> <br /> <br /> <br />Councilmember Pust thanked Commissioners and staff for their good work in keeping the <br /> <br />2011 levy increase at zero percent, making the City Council’s job easier, and being a positive <br /> <br />for residents. <br /> <br /> <br />2.Council Approval of Preliminary HRA Levy Approval of Minutes <br /> <br /> <br />Motion: Member Majerus moved, seconded by Member Pust to approve the Regular HRA <br /> <br /> <br />Meeting Minutes of June 15, 2010 as presented. <br /> <br /> <br /> <br />Ayes: 4 <br /> <br /> <br />Nays: 0 <br /> <br />Abstentions: 1 (Quam) <br /> <br />Motion carried. <br /> <br />
