9

MAYOR DEMOS: When you get back in there, even though you're
raising it, will that put the edge of the driveway at about the
same slant?

MR. HONCHELL: For the ones on the north side there should be
a noticeable improvement in the grade situation.

MR. STRONG: At least up to the property line we're pro-
posing to bring it up so they will have a flatter landing between
the curb and the property line, or in most of the cases, other
than one driveway, they're all concrete - to within a foot of the
right-of-way line. We're proposing to go back to the concrete
and giving them the best grade from that point. None of the
driveways were proposed to be dug up to the garage and re-laid.

COUNCILMAN KEHR: The Peterson residence on Western and
Oakcrest - how will that grade be affecting their property?

MR. HONCHELL: The roadway will end up slightly higher than
it is today which will mean a better match than (inaudible).

COUNCILMAN KEHR: Would the road be an improvement?

MR. HONCHELL: Yes.

MAYOR DEMOS: I guess the whole bond market makes it
somewhat - makes you somewhat hesitant to take any action.

MR. ANDRE: I think if there's action at the legislature
it should happen pretty soon. If we ordered in the improve-
ment, within the next two weeks we should know.

MAYOR DEMOS: I do understand certain cities were going to
give certain legislators (inaudible) and done later at a higher
cost that the taxpayers would be reminded of that, so I don't
think we have quite the same (inaudible) or the bond selling
ability to sell a thing like that, but perhaps if you have
$28 million -

COUNCILMAN KEHR: Am I correct, Mr. popovich, that we can
order this improvement and defer the implementation of this work
until a later day?

MR. POPOVICH: A number of communities have ordered the
improvement so the engineer's work can be done, and have ordered
the bids and have said that the bids must be firm for 30 to 60
days and that gives them an opportunity to test the bond market
to see what financing they can get. Then you have your financing
and you can go ahead with the improvement. If it doesn't meet
your satisfaction, you don't award the bids.

COUNCILMAN CURLEY: It's sort of unusual that when lO out
of the 13 people that signed petitions that - that's 77% and
that's quite a high ratio.
