HONCHELL: If the grass catches on fire, we'd like to <br />have water - just general benefits of having water at that area. <br />To be frank, we're being a little generous with the city's money, <br />but we're trying to be as fair as we can to you property owners <br />in the area. <br /> <br />MR. WIDERSKI: If I'm (inaudible) in one piece now, why <br />is my rate so much higher than across the street? <br /> <br />MR. HONCHELL: That's a good question. The city policy is - <br />and it was changed and established tonight - but it's the same <br />it has been for many years - namely, that on corner lots such <br />as you see in 23, 22 and 21, by law that is one large lot. <br />The frontage of that lot is on Western. <br /> <br />MR. WIDERSKI: How can you state the frontage is on <br />Western when they're facing Wagner? <br /> <br />MR. HONCHELL: Because the lots have been changed in the <br />Ramsey County records so the lot is split and it's ,now a single <br />lot. It's the southern portion of Lots 2l, 22 and 23. <br /> <br />MAYOR DEMOS: And there's a house on the northern portion. <br /> <br />MR. HONCHELL: So the actual frontage of those lots is <br />Western which makes the side lot Wagner and the county and the <br />city assessment policy on side lots is that we don't fully assess <br />side lots. <br /> <br />MR. WIDERSKI: Regardless of two owners. <br /> <br />MR. HONCHELL: There's only one owner. <br /> <br />FROM THE AUDIENCE: That's still owned by (inaudible). <br /> <br />MR. WIDERSKI: He sold the home. <br /> <br />MR. HONCHELL: The southern portion of Lots 23, 22 and 21 <br />are on the county books as a single parcel. One parcel only, <br />and with that one parcel, that makes the side lot Wagner so <br />they're not assessed for the total length of Wagner because <br />they're given side lot benefits. I know it's difficult to follow <br />and it revolves around the city's assessment policies that we <br />don't assess side lots fully because we feel that would be <br />too great a detriment for people on corner lots. <br /> <br />COUNCILMAN FRANKE: How is that parcel of property divided <br />without coming through Roseville? <br />
