lO

MR. HONCHELL: LOng, long ago (inaudible)
actually a home on the northern half.

There's

COUNCILMAN FRANKE: It's always been faced on Western then?

MR. HONCHELL: Since it was divided. We haven't created a
new frontage.

COUNCILMAN FRANKE: How come it's new knowledge to him?
You had us all evening looking at that as Lot 21, 22, and 23.

MR. HONCHELL: It's a single buildable lot.

COUNCILMAN FRANKE: South of that is all one piece of
property, facing on Western.

FROM THE AUDIENCE: With two owners.

COUNCILMAN FRANKE: Why didn't you tell us that in the
beginning. You have been talking about Lots 21, 22 and 23.

MR. HONCHELL: It's still one owner.

MR. WIDERSKI: How can it be changed the other way?

MR. HONCHELL: ON the Ramsey County records it's a single
parcel and every lot has to have a front and a side and the
front is the short side and the short side of that 3-lot parcel
is Western and the long side is Wagner. Therefore, the long-side
Wagner gets side-lot benefits.

MAYOR DEMOS: Who signed the petition besides Mr. Widerski.

MR. HONCHELL: Mr. Widerski's son.

MAYOR DEMOS: Which property does he own?

MR. WIDERSKI: 19 and 20.

MR. HONCHELL: There are really only four people, not counting
the city and county. That would be the lady on the northeast
corner - Lot lO - and the vacant parcel owner who did not sign
because, as I understand it, he's in the process of selling his
property and he didn't want to sign it while he's selling it to a
new owner.

MR. WIDERSKI: And the new owner didn't want to sign it because
he has to have more than 20% down.

MR. HONCHELL: I haven't talked to the owner himself.

MAYOR DEMOS: You say the owner of Lot 10 did not sign the
petition?
