March 1, 2011 To: Roseville Human Rights Commission Fr: Lonnie Brokke, Parks and Recreation Director Re: Access to Parks and Recreation programs and services Carolyn Curti provided me with a copy of the email from Mr. Roger Hylen concerning access to athletic fields. Roseville Parks and Recreation has had a long standing history of providing fair and diverse parks, programs and facilities that are appropriate for use by the Community, School Districts and Affiliated Groups. I feel it is important to provide a bit of information about couple of statements that were made: 1) Mr. Hylen asserts that adult males consume alcohol outside of a park pavilion and the city does not enforce alcohol consumption rules. The City of Roseville takes this claim very seriously. Police, as well as volunteers, regularly patrol parks property and issue tickets if someone is violating City Code. If you see someone drinking alcohol on park property, please do not confront the person, instead call the police at the 651-767-0640. Prior to each baseball season, we hold meetings with team managers and remind them of the rules. A police officer attends the meeting and explains the consequences of drinking on park property. Roseville Police will beef up patrols in a given area. Tickets have been issued in the past, and that generally puts a stop to the behavior. If it continues, we work with the team managers to ensure that the alcohol use is stopped. 2) Mr. Hylen asserts that there is a glut(at least 10) of baseball fields in Roseville and no girl's fast pitch softball fields. Roseville ball fields are programmed for multi-purpose use. Fields are made available on a demand basis depending on the number of participants in a
