when it's all over the girls will be treated more equally and that the city will learn from the mistakes of the
school district and take a proactive approach to ensure they don't face a similair fate.
I'd like to appeal to the Roseville Human Rights Commission to urge the Roseville City Council and Park and
Recreation Department to help in that effort and urge the city to give the girls fields that are both safe and that
are designed for fastpitch softball just as they do for boys baseball. The one field allocated solely to the youth
fastptich program is in such disrepair that opposing teams have refused to play on it. The other fields used by
the program are all shared with other groups and teams often are unable to practice due to the lack of fields.
Youth baseball has similar issues with field availability, but there are some important distinctions. Youth
baseball receives field permits from the Roseville School District for over 20 baseball and softball fields every
year while youth softball receives zero permits. There are at least 10 boys' baseball fields in Roseville that are
either owned or maintained by the City. Due to the grass infields, these are all single sport, and for the most
part single sex facilities. Roseville is very unique in this regard while neighboring community's baseball teams
play on fields with dirt infields that are shared by the sexes. There are no fields similarly allocated exclusively
to girls in the city.
The city of Roseville has plenty of fields for both boys and girls. The problem is city administrators who prefer
to rent them to out of town beer league softball teams. There is no conflict with the Senior leagues who use the
fields during the day so both our cities youth and seniors can be served.
Even if one were to accepts the argument that the revenue of these teams allows the Parks department to
provide other programs for youth it's not worth selling off our children's rights. I'm certain Roseville residents
would prefer to support our cities youth over out of town beer leagues even if it meant an increase in costs or
transfering of funds from other programs.
It shouldn't make a difference, but I'd like to point ou tthat my daughter no longer plays for Roseville Area
Fastpitch and I'm not just k oking for fields for her. I care very deeply about all of our cities youth as I'm sure
all of you do or you wouldn't be volunteering your time to serve on this commision. I'm also fairly certain you
all have no idea of the depth of the discrimination taking place in our cities school system and by the parks
programs. If you'd like copies of the complaints, resolution agreements or any other data or details I've
discovered I'd be happy to provide them.
Thank you for your time.
Roger Hylen
2
