Regular City Council Meeting <br /> Monday, February 14, 2011 <br /> Page 11 <br /> Councilmember Willmus questioned modeling or projecting over the next few <br /> years; with Dr. Thein responding that it had been done, but that the models were <br /> outdated already, which was a surprise to the District. Dr. Thein noted that Brim- <br /> hall has historically been used as a bell weather for the District; however, it was <br /> now the District's average and within 1-2 students of losing funding. <br /> Councilmember Johnson requested financial and income guidelines used to de- <br /> termine whether assistance could be provided. Dr. Thein advised that the guide- <br /> lines were based on family size, with the District seeing more single parent fami- <br /> lies than ever, he didn't have that information available tonight; but would obtain <br /> it through the Districts food service program and make it available to City Man- <br /> ager Malinen for forwarding to the City Council and for public awareness. <br /> Councilmember Johnson noted that in the past that information had been sent <br /> home with students periodically, but he didn't recall seeing it for some time. <br /> Lisa Edstrom presentation <br /> Chair Edstrom provided the School Board's response to reflect the face of the <br /> community as it changed, noting the challenges it provided, but also the many op- <br /> portunities. Chair Edstrom presented the District's Mission Statement detailing <br /> their core purpose in order to provide a strategic road map, incorporated in their <br /> Equity Vision and Values, providing guidance to the Board in working with Ad- <br /> ministration to build an effective operating plan. Chair Edstrom expressed pride <br /> in the document and the community input received in its development. <br /> Dr. Thein noted that each Strategic Direction had a `vision card" attached to it <br /> that served to hold the District accountable to accomplish; and would be available <br /> in the near future on the District's website for public awareness. Dr. Thein noted <br /> that there was a lot of work to be done, but he expressed pride in the accomplish- <br /> ments to-date. Dr. Thein expressed pride in the District's seven (7) represented <br /> municipalities and their working relationship between the District and those mu- <br /> nicipalities. <br /> Mayor Roe thanked Dr. Thein and School Board Chair Edstrom for their presen- <br /> tation; and echoed appreciation for the partnership from the City's perspective as <br /> well. <br /> b. Receive Annual Reports for 2010 Land Use Code Enforcement and Neigh- <br /> borhood Enhancement Program(NEP) Activities <br /> Codes Coordinator Don Munson presented annual reports for the Community De- <br /> velopment Department, including the Land Use Enforcement 2010 Year End Re- <br /> port; the Neighborhood Enhancement Program's 2010 Year End Report; 2010 <br /> Abatement and Court Citation Cases Status Report; Abatement Billing in 2010; <br /> and an informational brochure developed by the department entitled, "City of <br /> Roseville Property Maintenance Guidelines." <br />
