Regular City Council Meeting <br /> Monday, February 14, 2011 <br /> Page 9 <br /> Councilmember Pust questioned if the proposed Park Dedication fee of$96,000 <br /> was standard for this size development. <br /> Mr. Schwartz advised that the current fee was based on the number of units at this <br /> time, but did not include Phase II of the project; which would bring the develop- <br /> ment to approximately 100 units. <br /> Willmus moved, Johnson seconded, tabling action on this item until the February <br /> 28, 2011 regular City Council meeting. <br /> Roll Call <br /> Ayes: Johnson; McGehee; Wilimus; Pust; and Roe. <br /> Nays: None. <br /> 9. General Ordinances for Adoption <br /> 10. Presentations <br /> a. Receive Roseville Area Schools Report by Superintendent Dr. John Thein <br /> and School Board Chairperson Lisa Edstrom <br /> Dr. John Thein and Roseville Area Schools District 623 Board Chair Lisa Ed- <br /> strom were in attendance to provide an update to Councilmembers and the public <br /> on annual demographic statistics for the District, with a copy of the presentation <br /> included in agenda packet materials. <br /> Dr. Thein took the opportunity to publicly express the School District's apprecia- <br /> tion to the City, especially its Department Heads for the services and partnership <br /> they provided for the District in the protection of its most important resource, its <br /> students and citizens. Dr. Thein opined that their cooperation and relationship <br /> with the District provided for unique and viable partnership. <br /> Dr. Thein presented the demographics, updated annually in October, with this da- <br /> ta from October of 2010; and used by the District for the purpose of establishing <br /> and funding and allowing for future planning efforts. Dr. Thein reviewed the ever <br /> fluid ethnic and financial composition of the 6,627 students currently in the Dis- <br /> trict; noting the vast amount of mobility and rotation rates of families and students <br /> for each classroom. Dr. Thein addressed the District's limited Open Enrollment <br /> process and stipulations, and cleared up some public misconceptions in that the <br /> process provided greater revenue and less cost that had direct impacts on taxpay- <br /> ers and overall District costs, and compared ethnic demographics of resident ver- <br /> sus non-residents, and further noting that more affluent families are usually the <br /> ones with the ability to take advantage of Open Enrollment opportunities. <br /> Councilmember McGehee sought additional clarification on the data and compar- <br /> isons across the District over the seven (7) different communities and just those of <br />
