<br />3 <br /> <br />neighborhood factor itself holds the speed down. It's <br />different if you get on County Road B where the houses are <br />set back further and it's more open appearing. Even in <br />the residential area to the west the speeds are likely to be higher <br />because of the set-back of the houses. We think the major <br />factor is not the condition of the pavement or the width of <br />the street as much as the actual character of the neighborhood. <br /> <br />We are not trying to downplay the concerns because we <br />think they're valid, but in the case of Skillman they're <br />somewhat limited because of the residential characteristics of <br />the neighborhood which would impact the speed, and the short <br />duration of the street, and all of the time penalties on the <br />east end would have a tendency to restrict the amount of <br />traffic it might pick up. <br /> <br />We would be happy to respond to questions the Council <br />might have. <br /> <br />COUNCILMAN ANDERSON: You mentioned the volume of traffic. <br />Would you go over that again. <br /> <br />MR. VAN WORMER: At the west end there are approximately a <br />thousand vehicles per day - total two~way traffic. We did a <br />quick analysis of all of the houses and the few apartments <br />and tried to determine the volume of traffic they would <br />generate on a normal day. We also tried to anticipate where <br />their trips would be in general, in terms of to the school, <br />shopping center, St. Paul or Minneapolis, and placed those <br />volumes on the system. With that in mind, we found that the <br />people who would have an opportunity to use a portion of <br />Skillman would constitute about 500 or more of those trips, <br />so about half of the trips on Skillman are probably generated <br />by the neighborhood itself. We also then find that probably <br />less than 500 trips are people who start on Fairview and go' <br />all the way to Snelling either for the commercial strip, to <br />get to Har-Mar, or some other reason. <br /> <br />COUNCILMAN ANDERSON: So half are generated inside the <br />limits of Fairview and Snelling. <br /> <br />MR. VAN WORMER: Yes. <br /> <br />MAYOR DEMOS: Any other questions from the Council? Do <br />you have anything else to add, Mr. Honchell? <br /> <br />MR.
