<br />4 <br /> <br />of traffic. When was that last survey made? <br /> <br />MR. VAN WORMER: Last week. <br /> <br />MR. PERMAN: What were the condition of the roads the day <br />the survey was made? <br /> <br />MR. VAN WORMER: Two days following the Wednesday storm, <br />on Thursday the (inaudible) were made on Wednesday and Thursday. <br /> <br />MR. PERMAN: Would you comment on the street condition <br />itself in terms of the blacktop and its visibility. Was the <br />blacktop visible? <br /> <br />MR. VAN WORMER: On Thursday, I believe - I didn't <br />personally make the counts. <br /> <br />MR. PERMAN: I know when I travelled the road there was a <br />lot of snow that day and I question the accuracy of that <br />particular count from the 'standpoint when a seven-day survey <br />was made in 1967 we already had an 800 per day count and that's <br />in the Council records and minutes of hearings that have been <br />held on this matter previously. <br /> <br />MR. HONCHELL: If I might answer some of your background <br />information, the roadway was counted in 1976 and the east <br />end near the bowling alley had approximately 1600 vehicles <br />on that end at that time. It was counted in 1979 in the middle <br />of summer and had 1070 on the west end and 1990 cars on the <br />east end so the most recent count seems to be in general <br />keeping at least with the previous counts, assuming there's an <br />increase over a period of time. <br /> <br />MR. PERMAN: I think anyone traveling the street on that <br />day after the storm would recognize that too many cars weren't <br />venturing forth. The next that I'd like to approach is <br />Roselawn (inaudible) brought up as a connecting link from the <br />west portion of the city as a major feeder to Snelling Avenue. <br />If one travels Roselawn to the east during the rush hours, <br />there's one turn that you can make, and that's to the south. <br />Most citizens won't make the turn to enter Snelling and go north <br />because of the hazards with the heavy traffic on Snelling and <br />this is a diverter. Many of our residents - some that live <br />on Skillman - know thatSkillman is a logical street to take <br />to Har-Mar or the Snelling areas, and Mr. Klein, I believe, is <br />in the audience and he is a citizen who said for years he <br />travels Skillman to Har-Mar. <br /> <br />The speeds that were mentioned again by the consultant - <br />at the present time the west end of Skillman has a very natural <br />speed barrier. If anyone has traveled that you can see <br />the condition of the street itself is not conducive to speed. <br />
