Chapter 1001. Introduction <br /> 1001.01 Short Title <br /> This Title shall be known,cited,and referred to as the ROSEVILLE <br /> ZONING CODE/ORDINANCE except as referred to herein, <br /> where it shall be known as"this Title." <br /> 1001.02 Authority <br /> This Title is enacted pursuant to the authority granted by the <br /> Municipal Planning Act,MN Stat 462.351 to 462.365,inclusive. <br /> 1001.03 Intent and Purpose <br /> This Title shall divide the City into districts and establish regulations <br /> in regard to land and the buildings thereon.These regulations are <br /> established to: <br /> A. Protect and to promote the public health,safety,peace, <br /> comfort,convenience,prosperity,and general welfare of the <br /> community and its people through the establishment of <br /> • minimum regulations governing land development and use; <br /> B. Protect and enhance the character,stability,and vitality of <br /> residential neighborhoods as well as commercial areas; <br /> C. Promote orderly development and redevelopment; <br /> D. Assist in the implementation of the Comprehensive Plan; <br /> E. Foster a harmonious,workable relationship among land uses; <br /> E Promote the stability of existing land uses that conform <br /> with the Comprehensive Plan and to protect them from <br /> inharmonious influences and harmful intrusions; <br /> G. Insure that public and private lands ultimately are used for <br /> the purposes which are most appropriate and most beneficial <br /> for the City as a whole; <br /> H. Prevent excessive population densities and over-crowding of <br /> structures on the land; <br /> I. Promote healthful movement of people,goods,and services; <br /> J. Foster the provision of adequate off-street parking and off- <br /> street truck loading facilities; <br /> K. Facilitate the appropriate location of community facilities <br /> and institutions; <br /> • L. Provide human and physical resources of sufficient quantity <br /> and quality to sustain needed public services and facilities; <br />
