Regular City Council Meeting <br /> Monday, February 28, 2011 <br /> Page 22 <br /> Due to the lateness of the hour, Johnson moved, Pust seconded, extending the <br /> meeting curfew past 10:00 p.m. to consider Item 13.c. <br /> Roll Call <br /> Ayes: Johnson; McGehee; Willmus; Pust; and Roe. <br /> Nays: None. <br /> c. Discuss Budget Calendar Items <br /> Councilmember Johnson suggested, as a general guideline, that the City Council <br /> not discuss budget-related items at the end of a meeting when everyone was <br /> burned out, such as at this time, allowing for lack of clarity. Councilmember <br /> Johnson suggested budget-related items be addressed in the beginning of agendas, <br /> not at the end. <br /> Mayor Roe noted that in order to have a budget, the City Council majority needed <br /> to be supportive of the basic budgeting tool; and questioned if there was a consen- <br /> sus for priority-based budgeting to allow further discussion at this time. <br /> Councilmember Pust opined that she couldn't have any further discussion without <br /> a more clear definition of the terms. <br /> Mayor Roe advised that the intent of priority-based budgeting was to use the list <br /> of programs (Attachment B) upon which to base discussion and prioritization ef- <br /> forts with a breakdown of budget dollars included on whatever additional docu- <br /> mentation was used. Mayor Roe noted that each of those programs provided by <br /> the City Government in the community was further defined in supplemental doc- <br /> uments to provide more clarity. <br /> Councilmember Willmus questioned whether those programs included taxpayer- <br /> supported as well as non-taxpayer supported programs. <br /> Mayor Roe noted that both were included and should be inclusive with the excep- <br /> tion of capital purchases. <br /> Councilmember Pust questioned where the salary breakdown discussed at last <br /> week's meeting was included in Attachment B. <br /> Mayor Roe advised that he was suggesting that salary breakdowns be based on <br /> these programs. <br /> Councilmember Pust clarified that Attachment A included only the list of pro- <br /> grams,but still needed to have the salary breakdowns incorporated. <br /> Mayor Roe responded affirmatively if that list was acceptable. <br />
