Logether with these objections,we outline for your consideration our additional areas of <br /> ?oncern: <br /> 1. We are extremely concerned about the safety impact for the broader community <br /> in creating a through street on County Road C-2. There have been at least two <br /> major motor vehicle accidents at the intersection of Lexington Avenue and <br /> County Road C-2 since May 2005. Motorists drive at excessive speeds on <br /> Lexington Avenue, uninhibited by stop signs or traffic lights on the long stretch of <br /> road between Woodhill Drive and County Road D. We agree with Josephine <br /> Road residents that it often seems difficult to enter the Lexington Avenue traffic <br /> stream at certain times of the day. But opening up yet another east-west route to <br /> Lexington Avenue via County Road C-2 will only compound this problem. It will <br /> force not one,but two lines of waiting cars to compete for the few entry points <br /> into a congested traffic system. In addition,we were informed that jurisdiction <br /> over Lexington Avenue belongs with Ramsey County, so opening County Road <br /> C-2 as a through street elevates these concerns from the city to the county level. <br /> Lexington Avenue is not the only north-south passage which would be affected by <br /> making County Road C-2 a through street. With the destruction of the cul-de-sac, <br /> County Road C-2 would connect Snelling Avenue to Victoria Avenue, creating a <br /> huge, adverse safety impact on residents around County Road C-2 between these <br /> avenues. We would like you to note that the attached petition(Appendix B) <br /> contains the signatures of numerous residents residing in the County Road C-2 <br /> area near Hamline Avenue and Victoria Avenue. These residents are also <br /> concerned about the speed,traffic flow and congestion on Hamline and Victoria <br /> Avenues,as well as traffic/pedestrian visibility issues. <br /> 2. We would like to remind you that Josephine Road residents collected their <br /> questionable speed statistics during a summer of major road construction in our <br /> area. The main east-west passage in our area is neither Josephine Road nor Wood <br /> hill Drive,but County Road C,which has been under major construction for <br /> months and operating at greatly reduced capacity. Naturally,motorists have <br /> sought alternative routes, but these are temporary. In addition to the construction <br /> on County Road C,there has also been recent major construction and traffic <br /> interruption on Victoria Avenue, Snelling Avenue and on Lexington Avenue <br /> north of County Road E. If there are any driver frequency statistics to be <br /> collected,they should be gathered at a time when adjacent roads and connecting <br /> routes within a mile or two are not under major reconstruction. <br /> 3. Residents along Hamlin Avenue indicate that much of the traffic on Josephine <br /> Road comes from Lydia Avenue,not County Road C-2, as people head to Lake <br /> Josephine County Park. Making County Road C-2 a through street is unlikely to <br /> change such driving patterns. <br /> 4. We are particularly concerned about the devaluation of our property. Many of us <br /> were assured by city officials that the cul-de-sac issue was settled years ago and <br />
