that it would remain a closed issue. Please refer to the Appendix C letters from
the Roseville Public Works Director and Planning and Zoning Administrator to
Roseville residents.
5. There are several large, beautiful oak trees located on the cul-de-sac. To consider
destroying this part of our community's natural environment to make way for
more traffic is an irreplaceable loss for all residents.
6. Finally, the issue of who pays for road reconstruction is a touchy one. The
residents of Josephine Road recently received a beautifully remodeled street,
complete with colored, stamped concrete walkways, landscaping, special areas for
parking extra cars on the road and a wide sidewalk. We find it especially ironic
that these residents contributed no property tax money of their own for these
improvements, and instead found a way to appropriate state money for their
project. If any other street in Roseville received such improvements, who would
be assessed additional monies to pay for them? In the case of Josephine Road, the
taxpayers at large have funded a road improvement project for the benefit of a
handful of lakefront homeowners. Why,then, shouldn't the residents of the area
enjoy using the road they paid for?
We think there are less expensive solutions to the alleged problems on Josephine Road,
beginning with their suggestion that a stop sign be placed at Josephine Road and
Fernwood. We also believe a strategically placed stoplight on Lexington Avenue at
Josephine Road would slow and stop traffic often enough to allow sufficient entry points
for motorists waiting to enter Lexington Avenue at Josephine Road(see Appendix A,
Josephine Road letter about traffic concerns on Lexington Avenue).
Again,we refer you to the petition in Appendix B signed by Roseville property owners
against removing the County Road C-2 cul-de-sac. We are confident that we can obtain
additional signatures, if necessary. We thank you for considering our point of view in
this matter, and strongly urge you to leave County Road C2 unchanged.
On behalf of the Concerned Roseville Residents of the County Road C-2 Area,
Donna and David Miliotis
1128 County Road C-2
Roseville,MN 55113
Ph: (651)484-6782
cc: Duane Schwartz,Public Works Director
Deb Bloom, City Engineer
Roseville Housing and Redevelopment Authority
111 I
