<br />* <br /> <br />EXTRACT OF MINUTES OF REGULAR MEETING OF THE <br />CITY COUNCIL OF ROSEVILLE, MINNESOTA - HELD <br /> <br />July 28, 1980 <br />* * * * <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of <br />the City Council of the City of Rosevi11e, Minnesota, was duly called <br />and held at the City Hall in said City on the 28th day of July, 1980, <br />at 7:30 P.M. <br /> <br />The following members were present: Mayor Demos, Councilmen Kehr, <br />Curley, Anderson and Franke <br /> <br />and the following members were absent: None <br /> <br />Member Anderson <br />moved its adoption: <br /> <br />introduced the following resolution and <br /> <br />RESOLUTION NO. 6992 <br /> <br />WHEREAS, the City Council of the City of Rosevi11e has determined <br />that it is in the public interest to announce its policy on determining <br />special assessments on future improvements undertaken pursuant to <br />Minnesota Statutes Chapter 429; and <br /> <br />WHEREAS, the City Council has previously adopted Resolution No. <br />6472 on March 28, 1977, which together with its subsequent amendments, <br />announces said assessment policy; and <br /> <br />WHEREAS, the number of recent petitions indicates increased <br />interest in having temporary City roadways upgraded to City standards; <br />and <br /> <br />WHEREAS, it is desirable to undertake such improvements by a <br />logical groupifig of such roadways into street reconstruction sub-areas <br />to assist the following: <br /> <br />1. An increase in the probability that the area will not be <br />disturbed several times by streets being reconstructed. <br /> <br />2. A better opportunity to achieve savings in construction <br />contracts, engineering costs and hearing expenses because <br />of the larger scale of the project. <br /> <br />3. A finished appearance of an area by providing a consistent <br />roadway and curb material and width. <br /> <br />WHEREAS, it is necessary to develop a procedure to aid the public <br />in obtaining such opportunities for improvement in their sub-areas <br />when a petition is received for a roadway within its boundaries; and <br />
