-2- WHEREAS, the City engineering department is the appropriate organization to develop the recommended boundaries of the sub-areas on a reasonable scale with logical boundaries to reflect natural barriers of important roadways, railroads, terrain, drainage areas, internal access and other re1evan~ aspects; and WHEREAS, it is the intention of the City Council to have Resolution No. 6472, together with its subsequent amendments, remain in full force and effect as to all other provisions not inconsistent with this resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEVILLE AS FOLLOWS: (1) Paragraph 1 of Resolution No. 6472, dated March 28, 1977, is amended to read as follows: 1. The following assessment policies will be followed in the upgrading of temporary public roadways (not meeting stand- ards set forth in City Code under the City's jurisdiction, to permanent asphaltic concrete roadways with concrete curb and gutters. (a) When considering a petition for upgrading of a temporary frontage roadway the City will determine whether any connecting side10t roadways will be up- graded in combination with the frontage roadway. For purposes of determining roadways for such combinations~ a side10t roadway is defined as a temporary roadway connected to the frontage roadway and having an assessible frontage that is less than half of the total frontage for said side10t roadway. (b) When a petition for the upgrading of a temporary road- way is received, the City staff will contact other residents on similar temporary roadways within that sub-area to advise them of the petition and inform them of the method and potential advantages of submitt- ing a similar petition to combine their roadway with the original roadway. Such added roadway petitions should be submitted to the City within 31 days of the Council's receipt of the original petition.
