<br />-2- <br /> <br />WHEREAS, the City engineering department is the appropriate <br />organization to develop the recommended boundaries of the sub-areas <br />on a reasonable scale with logical boundaries to reflect natural <br />barriers of important roadways, railroads, terrain, drainage areas, <br />internal access and other re1evan~ aspects; and <br /> <br />WHEREAS, it is the intention of the City Council to have <br />Resolution No. 6472, together with its subsequent amendments, remain <br />in full force and effect as to all other provisions not inconsistent <br />with this resolution. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF ROSEVILLE AS FOLLOWS: <br /> <br />(1) Paragraph 1 of Resolution No. 6472, dated March 28, 1977, is <br />amended to read as follows: <br /> <br />1. The following assessment policies will be followed in the <br />upgrading of temporary public roadways (not meeting stand- <br />ards set forth in City Code under the City's jurisdiction, <br />to permanent asphaltic concrete roadways with concrete <br />curb and gutters. <br /> <br />(a) When considering a petition for upgrading of a <br />temporary frontage roadway the City will determine <br />whether any connecting side10t roadways will be up- <br />graded in combination with the frontage roadway. For <br />purposes of determining roadways for such combinations~ <br />a side10t roadway is defined as a temporary roadway <br />connected to the frontage roadway and having an assessible <br />frontage that is less than half of the total frontage for <br />said side10t roadway. <br /> <br />(b) When a petition for the upgrading of a temporary road- <br />way is received, the City staff will contact other <br />residents on similar temporary roadways within that <br />sub-area to advise them of the petition and inform <br />them of the method and potential advantages of submitt- <br />ing a similar petition to combine their roadway with <br />the original roadway. Such added roadway petitions <br />should be submitted to the City within 31 days of the <br />Council's receipt of the original petition. <br />
