authentic, effective, and successful stakeholder engagement to Roseville's future <br /> Below are my initial thoughts on the tasks on which I expect to provide such guidance <br /> and capacity building to Task Force members as they complete this work: <br /> 1. Complete Task Force startup <br /> a. Finalize membership and structure <br /> b. Refine scope of work <br /> 2. Define framework for Task Force members to assess and analyze engagement <br /> processes and results. These must should be measurable but may include both <br /> qualitative and quantitative items. This is likely to be done by each TF member, and <br /> may include some of the following elements: <br /> a. Conformance, compliance, alignment <br /> • Laws and policies <br /> • Relevant strategic or other plans <br /> • IAP2 Core Values <br /> b. Transparency(as perceived by stakeholders) <br /> c. Timeliness of content <br /> d. Openness, opportunities for authentic participation <br /> e. Accessibility, including digital divide,handicapping conditions, etc. <br /> f. Content quality <br /> g. Value/use of community input (what difference does it make?) <br /> h. Stakeholder perception <br /> 3. Recommend revisions, expansions, and enhancements <br /> a. Broadly applicable changes <br /> b. Items specific to certain groups/commissions <br /> c. Reflecting each group's starting point without losing sight of the necessary end <br /> points <br /> d. May include policy,process, or structure improvements <br /> 4. Establish process for ongoing monitoring and revisions <br /> a. Broadly applicable changes <br /> b. Items specific to certain groups/commissions <br /> c. Reflecting each group's starting point without losing sight of the necessary end <br /> points <br /> d. May include policy, process, or structure improvements <br /> Schedule and Budget <br /> This consulting assistance will be provided as needed by Task Force members and <br /> specifically as directed by the Task Force co-chairs. It is anticipated that my consulting <br /> services will not be needed later than August,but this is flexible. <br /> It is understood that the HRC has secured a grant of$1,250 to fund these consulting <br /> services. That translates to merely 10 hours at my billing rate of$125. I will contribute up <br /> to an additional 10 hours pro bono in support of the HRC's work, with the understanding <br />
