Carroll <br /> Since 1985 when she founded Carroll, Franck& Associates (CF&A), Anne Carroll has <br /> provided a variety of consulting services to public, nonprofit, and private organizations, <br /> including the following: <br /> • Public Involvement and Strategic Planning: Designing, developing, and delivering <br /> authentic public engagement efforts, visioning, strategic planning, decision-making, <br /> organizational development, team-building, information-gathering, and group process <br /> consulting services to address a variety of needs and challenges. She specializes in <br /> helping identify and successfully engage underrepresented stakeholders, and helping <br /> organizations sustain those authentic relationships over time. <br /> • Training and Teaching: Designing, developing, and delivering workshops, training <br /> sessions, and graduate-level instruction on strategic planning,public participation, <br /> engaging diverse communities, writing and communications, and decision making. <br /> Anne received a Master of Planning in public affairs from the Humphrey Institute at the <br /> University of Minnesota in 1983 with a concentration in strategic planning and decision <br /> making. She received a Bachelor of Arts in American Studies and English from the same <br /> university in 1978 (Phi Beta Kappa). <br /> She is a member of the International Association for Public Participation (IAP2) USA <br /> board, on the board of E-Democracy.Org, a member of the League of Women Voters <br /> statewide Diversity Committee, an elected member of the St. Paul Board of Education, <br /> and on the board of the Urban Youth Leadership Connection. <br /> Selected/Recent Strategic Planning and Public Involvement Projects <br /> Hennepin County Cultural Competency <br /> Cultural Competency Inventory and Professional Development Guide: As part of the <br /> Heading Home Hennepin program, working with the County Cultural Competency <br /> Committee and the County Office to End Homelessness to develop and implement a <br /> transformational Cultural Competency Inventory and Professional Development Guide to <br /> improve outcomes for people experiencing homelessness. Used a highly collaborative <br /> development process to engage people who are homeless (youth, families, adults) and <br /> providers from dozens of agencies to develop criteria for and then pilot and finalize the <br /> Inventory and Guide for online implementation across the County, along with a robust <br /> and long-term evaluation system. With a focus on professional development and growth <br /> for provider staff and leadership, the Inventory results are used internally and then <br /> aggregated for countywide analysis. <br />
