Roseville Duman Rights Commission <br />Minutes March 8, 2011 <br />Page 3 of 5 <br />Commissioner Barb Yates said that Roseville do not have the social network or agencies that are in <br />the Twin Cities. The schools provide assistance for many families with schoolchildren. <br />Commissioners named Keystone, Bridging and Love Inc. as some resources. <br />Commissioners asked about the youth organizations at RAMS and suggested getting someone from <br />the school to inform the HRC about their organizations. <br />4e. Finance Report <br />Carolyn Curti reviewed the 2011 Duman Rights budget. Vice -Chair Oftelie reminded <br />Commissioners that the Bremer Foundation Grant deadline was extended to June 2011. <br />5. Business Items <br />5a. Initiatives for 2011 <br />Commissioner Grefenberg explained his suggestions for updating the 2009 framework. He said his <br />proposed language recognized the goals the commission has achieved and builds on those goals. <br />Commissioners discussed whether there should be specific strategies under the work plan. In <br />particular, Commissioner Grefenberg recommended the HRC address Project 515, an effort to raise <br />awareness about how same -sex couples are discriminated against under Minnesota law. <br />Commissioner Grefenberg suggested the HRC pursue that rather than a domestic partner ordinance <br />that Outfront Minnesota has been advocating. <br />Carolyn Curti distributed a letter from Phil Duran, Legal Director of Outfront Minnesota, seeking <br />Roseville's passage of an ordinance. <br />Commissioner Yates moved and Commissioner Kennedy seconded adoption of Commissioner <br />Grefenberg's proposed changes, but not the specific strategies. <br />Commissioner Yates said she didn't oppose the strategies, but she wanted a subcommittee to review <br />and make recommendations. As an example, she said a subcommittee could review the Project 515 <br />and Outfront Minnesota initiatives and then make recommendations to the full Commission. <br />Motion to adopt the Strategic Plan Initiatives as amended passed unanimously (attached). <br />Rose Parade Participation <br />Carolyn Curti explained that in recent years, commissioners have supported being in the parade, but <br />few wanted to participate. She asked commissioners whether they wanted to commit to participating <br />in the June 27 parade or pursue some other ways to reach out to the community. <br />Vice -Chair Oftelie said the vehicle did not have signage the past two years, which made it awkward <br />for people to know who they were. Curti explained that parks staff or volunteers drive the truck <br />
