They circle around, giving rides to several groups, and in the confusion the <br />signs had not been placed on the vehicle. <br />Chair Singleton said Commissioner Josephson was interested in helping to put together a float. <br />Commissioners discussed the merits of participation. They said it raised awareness about the HRC. <br />It was fun, and it honored the essay contest winners. Commissioner Jaeger said she first learned that <br />Roseville had a HRC while at a parade. Others said there are more effective ways to reach the <br />community. Some commissioners said they were unable to be at the parade. Commissioners noted <br />that the parade was still several months away so there was plenty of time to get signs. <br />Chair Singleton moved and Commissioner Jaeger seconded motion for the HRC to participate in the <br />annual Rose Parade. Motioned prevailed with one nay (Grefenberg). <br />5b. Amendment(s) to By -laws <br />Chair Singleton moved and Commissioner Grefenberg seconded a motion to establish and authorize <br />a special committee to draft amendments to current By -Laws and create standing rules and <br />procedures and make recommendations to the full Commission for adoption. <br />Chair Singleton said the by -laws would address the structure, rules, procedures including how <br />things go to and get reported back from committees. <br />Motion prevailed unanimously. <br />Chair Singleton moved and Commission Kennedy seconded a motion to authorize the Commission <br />Chair and /or designee to conduct a new Commissioner orientation to be completed by the next <br />regular full Commission meeting. <br />Motion prevailed unanimously. <br />5c. Complaint concerning gender equity at Roseville parks <br />Mr. Roger Hylen said there is no active complaint against Roseville, but he has a complaint against <br />the school district over Title IX. The US Department of Education Office of Civil Rights is <br />investigating the school. <br />Commissioner Grefenberg asked whether the school's building a girls' fast pitch diamond field <br />would remedy the complaint. Mr. Hylen indicated it would to a point as long as time is allocated <br />appropriately. <br />Parks and Recreation Director Lonnie Brokke said the City takes any complaints seriously. He <br />addressed three issues raised in Mr. Hylen's email. <br />Director Brokke said alcohol is prohibited at City parks and they take it very seriously. They work <br />with the teams, staff and umpires and, if needed, the police to prevent drinking at city parks. <br />
