<br />/<-0 70 L/3 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />October 13, 1980 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, October 13, 1980, <br /> <br />at 7:30 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Anderson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The next hearing is for Woodruff Alley, <br /> <br />M-80-l5. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and affidavit <br />of publication. <br /> <br />MR. HONCHELL: As in the case of the other two projects, this <br />project is a result of a petition from the property owners involved. <br />Although there are 19 parcels, several of them are owned in a <br />combined state, such as 9, 10 and 11, so there are 13 owners <br />involved. Of those 13, nine signed the original petition. In <br />this case it's an alley - of which the city has few - but the <br />people were desirous of having their alley become more than an <br />all weather surface and trying to control the drainage as well. <br />The alley is approximately 20 feet wide. It runs from Woodruff <br />toward Lake McCarron's. Then it runs generally easterly and back <br />around again to Woodruff so it makes a large "U". <br /> <br />It's proposed that the existing gravel and mixed surface con- <br />dition be changed by putting asphalt on in a particular pattern that <br />would cause the water in this area near the northwest corner, to <br />come down to an existing concrete ditch to try not to concentrate <br />
