<br />2 <br /> <br />the water so that although this would be bringing it to one <br />location,as you move easterly the water would go over the side so <br />it would be concentrated and when we come to the northern corner, <br />that it would go off the side and there would be considerable <br />gravel added at that point to slow the water down, stop it from <br />going fast over the embankment that's there and causing an erosion <br />problem. As you come back to Woodruff the natural drain of the <br />land would result in the water coming back to the south and going <br />down the hill. As I said earlier, this is an unusual situation for <br />the City - working with alleys - so that there is no so-called <br />approved standard. I would say, this one does not have curb and <br />gutter, it does not have drainage facilities added. We're proposing <br />to put in some barrier here to prevent someone from potentially going <br />over the side. <br /> <br />It is suggested that in keeping with the general policy that <br />the Council adopted before receiving this petition, that if the <br />improvement to up-grade the surface is approved, that there again <br />be a clear understanding that the City is not accepting maintenance <br />of this alley after it's done, but we would be happy to assist the <br />people in getting a better condition for access to their garages <br />and homes. <br /> <br />MAYOR DEMOS:. Although this is an alley (inaudible) slope, the <br />front of the lots prevents access to the homes from any place except <br />the alley. <br /> <br />MR. POPOVICH: The total estimated cost of this improvement <br />is $9,993 and the assessable front footage involved is a little <br />over 1000 - 1029 feet. The estimated cost per foot then is <br />$9.70 a foot. The Engineering Department recommends that 25% <br />of the cost be assessed which would be $2.43 and the balance would <br />be taken care of by general taxes. In view of that amount and the <br />small total cost of the project, we haven't made a recommendation <br />as to the length of the assessment here either and perhaps the people <br />may want to indicate whether they felt it should be 1, 2, 3, 4, or <br />5 years. We can go over a 30 year period, but the assessment should <br />not exceed the estimated life of the improvement, and in view of <br />today's money market situation, the shorter the bond issue the better <br />for the City's credit rating. <br /> <br />Other than that, we can charge 8%, or if it's included in a bond <br />issue and those rates are higher, we can have 1% over the cost <br />of the bond issue so we're not able to say what the carrying charge <br />would be if there are no prepayments of assessments following the <br />assessment hearing. <br /> <br />MAYOR DEMOS: Any written statements? <br /> <br />MR.
