5

MR. ANDRE: It's 10% of the side yard.

MRS. HALE: Why should I pay it if I don't use it. I have
never used it. I have no reason to. If they want to do it,
fine. I'm just not for it.

MAYOR DEMOS: Anyone else?

MR. TOM KLEIN, 414 South McCarrons Blvd.: My lots are 9, 10
and 11. I might say I'm one of the fellows that instigated this
project in getting the City involved in this and trying to resolve
some of the problems that we're having over there, and I would
recommend that this be approved. I grant you that some of these
people that were before you do not use the alley, mainly because
they have access to their garages from their own streets, where I
do not, and a few years back you people were good enough to grant
me an easement that I could build a garage back there and now I'm
able to use the alley and also get my car out of the alley.
previously I had to park it in the alley. During that time - the
last 20 some years - we have used this alley and invested our money
in it with regard to providing road mix and so forth, but over the
past years it's become a nuisance problem and if this is approved
I think it would benefit everyone in the neighborhood, so I
recommend that you seriously think about approving this project.

MAYOR DEMOS: Do you have any preference as to how many years
it should be assessed - 1, 2 or 5?

MR. STRONG: You have 148 assessable feet.

MR. KLEIN: And you're thinking about two dollars and something a
foot?

MR. HONCHELL: $2.43 a foot estimated.

MR. KLEIN: I would be willing to pay mine the first year.

MR. R. RATNASWAMY, 415 G1enwood: I would like to add I support
the project, but I don't think each person should be assessed
equally because we don't have equal use.

MAYOR DEMOS:
wishes to speak?

Anyone else on this subject? Anyone else that
If not, I will call the hearing to a close.

COUNCILMAN KEHR then introduced the following resolution and
moved its adoption:

Resolution No. 7043

RESOLUTION ORDERING THE CONSTRUCTION
OF IMPROVEMENT NO. M-80-15
UNDER AND PURSUANT TO
MINNESOTA STATUTES, CHAPTER 429

BE IT RESOLVED by the Council of the City of Roseville,
Minnesota, that in accordance with the provisions of Minnesota
