TO: James Antonen, City Manager <br />FROM: Shann Finwall, AICP, Environmental Planner <br />Steve Kummer, Engineer <br />Chuck Ahl, Assistant City Manager <br />SUBJECT: Public Hearing to Consider the Adoption of a Resolution of Intent to Organize <br />Trash Collection <br />DATE: March 22, 2011 for the March 28 City Council Meeting <br />INTRODUCTION <br />On February 28, 2011, the City Council scheduled a public hearing for March 28, 2011, to <br />consider the adoption of a resolution of intent to organize trash collection. Minnesota Statute, <br />Section 115A.94 (Organized Collection) sets the process a city must follow when considering <br />organized trash collection. The adoption of a resolution of intent to organize trash collection is <br />the beginning step in a planning process and will initiate additional public participation. All trash <br />collection system options will be evaluated, including evaluation of the city's current open trash <br />collection system for potential improvements. <br />DISCUSSION <br />Goals <br />MEMORANDUM <br />Agenda Item H.1. <br />During the February 28, 2011, City Council meeting staff recommended that the City Council <br />rank the eight main goals identified by the Environmental and Natural Resources (ENR) <br />Commission and City Council for an organized trash collection system. Four City <br />Councilmembers submitted their ranked goals, ranking the most important goal as number 1 <br />and least important goal as number 8. The numbers were added to create the following overall <br />goal ranking: <br />Main Goal Score <br />1. Economic 7 <br />2. Service 8 <br />3. Environmental 11 <br />4. Safety 17 <br />5. Efficiency 22 <br />6. Planning Process 25 <br />7. Aesthetics 27 <br />8. Hauler Impacts 27 <br />The City Council should refer to these goals as the city moves forward with the evaluation of <br />trash collection system options. A full list of the ranked goals and objectives can be found on <br />Attachment 1. <br />What Does it Mean to Consider Organized Trash Collection? <br />Citizens: Save money.
