Trash Haulers: A method of managing waste. The City Council will evaluate all methods of <br />managing waste, including evaluation of the city's current open trash hauling system for <br />potential improvements. <br />Environmental Issues: Fewer trash hauling trucks creates less pollution. <br />For Public Safety and Infrastructure: Fewer trash hauling trucks in our neighborhoods will be <br />better for our roads and safer for citizens than more trucks. <br />Minnesota Pollution Control Agency <br />Throughout the city's review of trash collection, the ENR Commission and City Council referred <br />to the Minnesota Pollution Control Agency's (MPCA) 2009 collection system study. The study, <br />Analysis of Waste Collection Service Arrangements (2009), offered expert analysis of open <br />versus organized trash collection systems. MPCA staff has submitted a letter to the Mayor <br />which further explains the study and MPCA's position on organized collection (Attachment 2). <br />In summary, based on the study MPCA recognizes that organized collection can offer <br />environmental benefits, economic opportunities, and operational efficiencies to cities in the <br />metro area. <br />Trash Hauler Comments <br />Maplewood has 15 licensed trash haulers doing business in the city in 2011. Nine of those <br />haulers service residential homes. Of the nine residential haulers, two have notified the city that <br />they are not opposed to the city's efforts to organize trash collection Waste Management and <br />Veolia Environmental Services. The e-mail correspondence from these haulers is attached <br />(Attachments 3 and 4). <br />City Public Hearing Notification <br />In order to meet state statute and city ordinance notification requirements for the March 28, <br />2011, public hearing, city staff has submitted a public hearing notice to the St. Paul Pioneer <br />Press (published March 19, 2011), Maplewood Review (published March 16, 2011), and all <br />licensed trash haulers in the city (Certified Mail on March 10, 2011). Additionally, staff has <br />mailed a public hearing notification post card to all residential properties in the city (Attachment <br />5), included an article on the subject in the March edition of the Maplewood Monthly, and <br />updated the city's website on the front page and on the Collection System Analysis webpage <br />with the public hearing date and information. <br />National Solid Wastes Management Association Notification <br />The National Solid Wastes Management Association submitted a notice dated March 10, 2011, <br />to residents of Maplewood and some surrounding cities (Attachment 6). In summary, the notice <br />states that government managed collection will eliminate consumer choice and limit competition; <br />government managed collection will.increase city budget; and the association invites residents <br />to help on March 28 to preserve choice, competition, and quality service. <br />Mixed Municipal Solid Waste <br />After the February 28, 2011, City Council meeting, Councilmember Nephew requested <br />information on Ramsey County trash haulers' requirements for disposing of mixed municipal <br />2 <br />Packet Page Number 92 of 127 <br />
