The Council shall meet at the City Hall, 2660 civic <br />Center Drive, in said City, on November l7, 1980, at 7:00 <br />o'clock p.m. for the purpose of holding a public hearing on <br />the proposed improvement Mnder ahd pursuant to the provisions <br />of Minnesota statutes, Chapter 429, and the Manager is hereby <br />authorized and directed to cause notice of the time, place <br />and purpose of that meeting to be published twice in the official <br />newspaper, Roseville Sun, which publications shall be a week <br />apart, and the second pUblication shall be not less than three <br />days before the date of the hearing. <br /> <br />3.
