DRAFT VERSION FOR REVIEW, COMMENT AND APPROVAL <br />Request For Proposals <br />For Consultant Services <br />To Prepare A Third Generation 509 Plan <br />For The <br />Grass Lake Water Management Organization (GLWWMO) <br />August 19, 2010 <br />We request your proposal to provide all professional services needed to prepare a "Third <br />Generation 509 Plan referred to in Minnesota Rules Chapter 8410 as the "Watershed <br />Management Organization Plan The Plan shall include all items required under <br />paragraphs 8410.0050 to and including 8410 -0150 Subpart 4. <br />The Grass Lake Water Management Organization (GLWMO) was created in December <br />1983, and functions through an ongoing Joint Powers Agreement between the cities of <br />Roseville and Shoreview, MN. In the past, the role of the GLWMO Board has been <br />predominantly policy making, with many of the day -to -day management responsibilities <br />of the Organization carried out through the Public Works staffs of the respective <br />communities. For the future, however, GLWMO envisions evolving into a more creative <br />planning and facilitative Board. GLWMO will have a greater involvement in long -term <br />planning of CIP programs by partnering with the respective cities. Partnership will lead to <br />infrastructure development that impinges on water resources within the catchment. <br />You will be expected to incorporate contents of the GLWMO's existing Second <br />Generation 509 Plan, revising and amending it as needed to meet minimum requirements <br />of BWSR under Minnesota Rules Chapter 8410. In addition to those Plan elements <br />specifically required under 8410.0050, the Grass Lake Water Management Organization <br />requires at least the following components to be incorporated into the Plan. <br />The Plan shall have management goals updated, when appropriate, for all inventoried <br />water bodies within the boundaries of the Organization. The management goals shall <br />consider, at a minimum, recreational values and water quality goals for each <br />significant water body. Management goals will extend to include BMPs applicable to <br />all inventoried water bodies. <br />The Plan shall update the interactive relationship between the two member Cities, <br />Roseville and Shoreview, and the GLWMO. Updated criteria will be provided to <br />review efforts the member Cities have made on behalf of GLWMO. The Plan shall <br />include a review of Shoreview and Roseville's storm pond maintenance <br />plans /practices, and identify potential problem areas and/or infrastructure needs. The <br />Plan shall review and identify opportunities to enhance treatment of existing basins. <br />The Plan shall establish and incorporate methods for identifying redevelopment <br />options for water quality enhancements with the member Cities. <br />
