Request for Proposal <br />Grass Lake Watershed Management Organization <br />Third Generation 509 Plan <br />The plan shall include recommendations for working with local citizen groups, cities, <br />DNR, BWSR and RCD to prioritize options identified in the Lake Owasso Use <br />Attainability Study by Barr Engineering (2009). The plan shall suggest mechanisms <br />for GLWMO Board to develop a strategic vision for funding and implemention of <br />priorities. The strategic vision will also include a method of refinement for both <br />temporal and spatial scopes outlined in the report. <br />The plan shall discuss effective ways of containment of phosphorus transfers from <br />adjacent public landscapes into Lake Bennett and the wetlands complexes associated <br />with Central Park. <br />The plan shall include recommendations for enhanced and ongoing communication <br />with all relevant agents responsible for governance related to the bodies of water <br />within the GLWMO. These shall include but are not limited to MPCA, MN DNR, <br />Metropolitan Council, Ramsey County Parks and Recreation, the Snail Lake <br />Improvement District (LID) and the Vadnais Lake Water Management Organization. <br />The Plan shall include suggestions for formal and informal communication strategies <br />to improve citizen education and involvement in GLWMO goals and concerns. <br />The Plan should describe a process for regular review and evaluation of GLWMO <br />goals, on an interactive basis, to maintain a relevant iteration of goals in three year <br />intervals. <br />The proposal shall include a schedule of activities be completed to meet the time frames <br />suggested by the Minnesota Board of Water and Soil Resources (BWSR), including a <br />suggested goal for receiving the first draft of the Third Generation Grass Lake Watershed <br />Organization Plan by February 1, 2010. <br />The GLWMO's Board Chair and representatives of both cities will work with the <br />selected consultant to help develop the exact scope of the Plan. <br />Your proposal shall contain: <br />1. The name, address, phone number, email address, and fax number of your firm. <br />2. The name of all principals of your firm that will be responsible for this project. <br />3. The names of all key persons, specialists, and individual consultants to be used on <br />this project. Include name and title, project assignment, name of their firm if other <br />than yours, years of experience, education and specialization, and any other <br />qualifications that apply to this project. <br />4.
