Request for Proposal <br />Grass Lake Watershed Management Organization <br />Third Generation 509 Plan <br />5. The estimated number of meetings and consultant time required to develop the <br />Plan, interact with the GLWMO's Board members, and to solicit opinions and <br />recommendations regarding the Plan contents from (a) local citizen groups, (b) <br />local government agencies, (c) State and Federal agencies, and (d) BWSR. <br />6. A reasonable estimated cost to prepare the Plan, including revisions of text and <br />maps, figures, charts or other graphics that are part of the Second Generation <br />Plan, if necessary, to achieve a clear understanding of the Third Generation Plan. <br />Also include a price that you will not exceed unless directed by the GLWMO <br />Board under terms to be negotiated before any further work proceeds. <br />7. A statement that you have read this Request for Proposal and agree to abide by its <br />intent. <br />To be competitive, proposals should clearly demonstrate: <br />1. Knowledge of the current Second Generation Grass Lake Watershed Management <br />Organization Plan, including reference to specific sections that require no or minimal <br />revision, and recommendations as to sections that may require more substantive revision. <br />2. Experience working with Watershed Management Organizations to develop plans <br />with scope and scale that are aligned to current and future anticipated GLWMO <br />budgetary resources. <br />3 A vision for creatively implementing CIP that are considered to be most effective <br />in fully developed urban landscapes. <br />4. Knowledge of alternative and/or complementary funding sources at local, state, <br />and /or federal levels for leveraging existing and future anticipated budgetary resources to <br />implement CIP in coordination with cities of Roseville and Shoreview. <br />5. Willingness to work in an iterative manner with Board members to provide <br />periodic review, and to facilitate sequential input from stakeholder groups in the <br />catchment. <br />6. A consistent record of preventing cost over runs during project execution. <br />Proposals limited to 12 pages (or less) are due on 25 September 2010, and should be <br />mailed or delivered, along with one electronic copy in WORD format, to the Grass <br />Lake Watershed Organization, City of Roseville, 2660 Civic Center Drive, Roseville, <br />Minnesota, 55123, to the attention of Leonard C.
