Grass Lake Water Mgmt Org. 3 Gen 509 Plan <br />PROJECT UNDERSTANDING APPROACH <br />Project Understanding <br />The Grass Lake Watershed Management Organization <br />(GLWMO) is seeking a qualified consultant to <br />conduct a comprehensive review, rewrite, and update <br />of the current Watershed Management Plan. The <br />updated Plan should build on the current plan while <br />providing opportunities for public and Board input <br />into new vision, goals, policies, programs, <br />implementation priorities, funding strategies and <br />partnerships. <br />It is understood that the Grass Lake watershed is fully developed with a relatively high percent <br />of imperviousness in the landscape. Within the watershed, there are a number of water bodies: <br />some of which are of relatively good quality and some of which are on the brink of being <br />degraded to the point of needing corrective action (e.g. Bennett Lake which was recently added <br />to the 303(d) list of impaired waters). Given the nature of a Joint Powers Agreement and the <br />fact that one of the main water bodies straddles the boundary of the two communities within the <br />organization, funding and management responsibilities will be a sensitive issue that will require <br />close evaluation and open dialogue during the plan development process. In addition, there are <br />a number of residents and special interest groups that have strong opinions regarding the <br />management of the organizations waterbodies. The development of a successful watershed <br />management plan will hinge on the collection of public and stakeholder input in an open and <br />transparent manner and in the development of implementation strategies that will address <br />people's concerns and vision for the future of their natural resources and community. <br />In addition, it is understood that the GLWMO would like the first draft of the Plan to be <br />presented to the GLWMO Board of Commissioners on February 28, 2010. While this is a very <br />tight timeline, it is our estimation that this can be accomplished if the Board can agree to two <br />things: <br />(1) that it will hold special meetings to facilitate monthly updates and discussion <br />regarding plan content and <br />(2) that it appoint a project representative or plan development sub committee to <br />facilitate communication and project management between the Board and Consultant. <br />For the purposes of this proposal, it is assumed that the Grass Lake Board of Commissioners <br />would agree with these recommendations. <br />Swan ae Grass Lake <br />photo credit Glue cargo <br />Emmons Olivier Rosowcos, Inc. <br />water I ecology 1 community <br />1 <br />
