Grass Lake Water Mgmt Org. 3 Gen 509 Plan
PROJECT UNDERSTANDING APPROACH
Project Understanding
The Grass Lake Watershed Management Organization
(GLWMO) is seeking a qualified consultant to
conduct a comprehensive review, rewrite, and update
of the current Watershed Management Plan. The
updated Plan should build on the current plan while
providing opportunities for public and Board input
into new vision, goals, policies, programs,
implementation priorities, funding strategies and
partnerships.
It is understood that the Grass Lake watershed is fully developed with a relatively high percent
of imperviousness in the landscape. Within the watershed, there are a number of water bodies:
some of which are of relatively good quality and some of which are on the brink of being
degraded to the point of needing corrective action (e.g. Bennett Lake which was recently added
to the 303(d) list of impaired waters). Given the nature of a Joint Powers Agreement and the
fact that one of the main water bodies straddles the boundary of the two communities within the
organization, funding and management responsibilities will be a sensitive issue that will require
close evaluation and open dialogue during the plan development process. In addition, there are
a number of residents and special interest groups that have strong opinions regarding the
management of the organizations waterbodies. The development of a successful watershed
management plan will hinge on the collection of public and stakeholder input in an open and
transparent manner and in the development of implementation strategies that will address
people's concerns and vision for the future of their natural resources and community.
In addition, it is understood that the GLWMO would like the first draft of the Plan to be
presented to the GLWMO Board of Commissioners on February 28, 2010. While this is a very
tight timeline, it is our estimation that this can be accomplished if the Board can agree to two
things:
(1) that it will hold special meetings to facilitate monthly updates and discussion
regarding plan content and
(2) that it appoint a project representative or plan development sub committee to
facilitate communication and project management between the Board and Consultant.
For the purposes of this proposal, it is assumed that the Grass Lake Board of Commissioners
would agree with these recommendations.
Swan ae Grass Lake
Emmons Olivier Rosowcos, Inc.
water I ecology 1 community
1
