Grass Lake Water Mgmt Org 3 Gen 509 Plan <br />Project Approach <br />EOR proposes a Watershed Management Plan development process that builds on the input of <br />the Board and local stakeholders as well as on the expertise and recommendations of the EOR <br />team. EOR has put together a GLWMO team with strength in the areas of watershed planning <br />and science, as well as public involvement and communication. Our team has experience and <br />knowledge of local issues and perspectives that will be critical to developing a meaningful plan. <br />For example, Cecilio Olivier, the principal -in- charge of the project is a resident of the GLWMO <br />and lives near Lake Owasso. As a resident of the GLMO, Cecilio has knowledge of the local <br />water related concerns facing the GLWMO. In addition, EOR has worked for all of the <br />watershed districts and watershed management organizations surrounding the GLWMO. As a <br />result, our team is very familiar with the lay of the land in this portion of the Metro Area and <br />has established working relationships with the municipalities and local agencies. Our team's <br />experience will ensure a successful stakeholder involvement process, which will then form the <br />basis of the Watershed Management Plan. <br />Not only will the final product meet the requirements of BWSR under Minnesota Rules Chapter <br />8410 but it will draw on EOR's experience and expertise in climate change mitigation and <br />adaptation to ensure that the goals, policies and implementation program address the conditions <br />expected for the next ten years but with an eye towards the next fifty years. <br />The project will include three main phases: <br />1. Facilitate Plan Input Process and Internal Review <br />This stage consists of integrating a stakeholder group and the Board in the planning <br />process. The EOR team will facilitate Municipal, Stakeholder and Board input on the <br />issues facing the GLWMO and on the desired goals, policies and implementation <br />actions of the GLWMO. Feedback from the Board and Stakeholders will provide a <br />basis for the direction and scope of planned implementation efforts. Building on the <br />data gathered in Phase 2, the EOR Team will guide the Stakeholder group and the <br />Board of Commissioners through the development of the remaining portions of the <br />Watershed Management Plan. Throughout the planning process, each group will be <br />given the opportunity to review and comment on the draft sections of the Watershed <br />Management Plan. See Phase 1 in Scope of Services. <br />2. Plan Development <br />This stage consists of developing the draft Watershed Management Plan. One of the <br />first steps in the plan development process will be to collect and analyze existing data <br />and studies that provide the baseline knowledge about the condition of the watershed. <br />The collected data and analysis will provide the information needed to complete the <br />Land and Water Resources Inventory and Regulatory Framework. Issues, Goals, <br />Policies, and an Implementation Program will be developed based on the expertise of <br />EOR staff and the guidance and input of the Stakeholders, Municipalities, and Board. <br />See Phase 2 in Scope of Services <br />3. Formal Plan Review <br />This stage consists of seeking formal approval for the Watershed Management Plan <br />through the review authorities and from the Board of Water and Soil Resources See <br />Phase 3 in Scope of Service. <br />4.
