Grass Lake Water Mgmt Org. 3rd Gen 509 Plan <br />Task 2.3 Draft Implementation Program and Capital Improvement Plan <br />Description: The EOR team will develop recommendations for implementation to <br />address the identified issues within the watershed. The team will gather input on <br />implementation programs and projects in Tasks 1.1 and 1.3 and will use that input to <br />develop a draft implementation program capital improvement plan. The implementation <br />plan will address responsibilities, programs, projects and priorities to address the water <br />quality of specific lakes and ponds and of lakes, wetlands, and ponds in general. For <br />example, the implementation plan will discuss the Lake Bennett impairments, TMDL <br />requirements and methods of containing phosphorous transfers into Lake Bennett and the <br />wetland complexes associated with Central Park. The plan will also address stormwater <br />runoff quality, rates and volumes, erosion and sediment control, wetland management, <br />recreation, habitat, and shoreland management, ongoing education and public involvement, <br />stormwater facility maintenance, groundwater protection and recharge, and a method for <br />evaluation and accountability of progress toward plan goals. In addition, the plan will <br />include a review of the surrounding watershed management organizations (RCWD and <br />CRWD) rules and regulations and make recommendations for which standards will <br />provide the most protection for the GLWMO's water resources. One suggestion for <br />developing this method is to include tracking information on the one page summary <br />developed for inventoried waterbodies (see examples provided in Appendix B). The <br />implementation section of the plan will benefit from EOR's expertise in creatively <br />incorporating effective CIPs in urban sites by focusing on practices and opportunities that <br />are effective in fully developed and redeveloping areas including the enhancement of <br />function in existing treatment practices (e.g. the use of iron filings to address phosphorous <br />removal management goals see project experience in Appendix B). Various financing <br />options from grants to levy, as well as funding priorities and timelines will be discussed in <br />the plan. <br />The Impact on Local Governments section will update the relationship between Roseville, <br />Shoreview, and the GLWMO and will provide criteria for reviewing efforts of member <br />cities on behalf of the GLWMO including stormwater facility maintenance. This section <br />will also highlight a communication plan for interactions with the cities and other <br />government agencies as the GLWMO moves forward with implementation of the plan. <br />Deliverables: <br />A review of the Capitol Region Watershed District's and Rice Creek Watershed <br />District's Rules and Regulations with recommendations for which language member <br />communities should adopt to provide the most protection for the GLWMO's water <br />resources. This review will include the following rule components: rate control; volume <br />control (including recommendations for design infiltration rates); water quality; wetland <br />bounce and duration; and erosion and sediment control. <br />Draft Implementation Plan and Capital Improvement Plan <br />Task 2.4 Complete Draft Plan for Internal and Formal Review <br />Description: The EOR team will prepare an Introduction and Executive Summary for the <br />plan which along with the sections developed in Tasks 2.1, 2.2, and 2.3 will form the <br />complete draft plan for internal review. The Plan will be revised to address comments <br />received in Task 1.4. The final draft plan will then be submitted to the GLWMO for <br />approval for distribution in the formal review process (Phase 3). <br />Deliverables: <br />The executive summary will be a targeted document which could be used to facilitate <br />the rolling membership of the Board over the ten -year timeframe of the Plan.
