GIS data will be <br />collected where available to provide spatial representations of the information if needed. <br />Copies of reports and studies completed since the development of the current plan will also <br />be collected and reviewed for summary and synthesis in the plan and inventory. <br />Deliverables: List of collected data <br />Assumptions: Existing data will be provided to EOR in a format that facilitates data <br />analysis and incorporation into plan (e.g. electronic spreadsheet, not paper copy). <br />Electronic copy of the current watershed management plan will be provided to EOR to <br />serve as base document. <br />Task 2.1 Prepare Land and Water Resources Inventory Regulatory Framework <br />Description: EOR will prepare an updated written Land and Water Resources Inventory <br />using the data gathered in Task 2.0. The inventory will address the topics required under <br />MN Rule 8410.0060 and will include a full update of the sections identified in the table <br />above as well as the development of required sections that are currently not in the <br />Inventory: Water -based Recreation Areas, Fish and Wildlife Habitat, and Unique Features <br />and Scenic Areas. The remaining sections of the Land and Water Resource Inventory are <br />expected to need only minor updates if any. The Regulatory Framework will similarly be <br />updated as identified in the table above with only minor changes expected in other <br />sections. <br />Deliverables: Draft Land and Water Resources Inventory <br />Task 2.2 Draft Issues, Goals, and Policies Sections <br />Description: The EOR team will update the issue statements and GLWMO goals and <br />policies to reflect the feedback received in the plan input and public involvement process. <br />For example, management goals for inventoried waterbodies will require collecting and <br />evaluating new monitoring data and reviewing management goals in light of resource <br />quality and new state and federal rules and regulations. <br />It is suggested that issues, goals and policies for specific surface water and groundwater <br />resources will be highlighted on a one -page summary of the resource (see examples from <br />Carnelian- Marine St. Croix WD Watershed Management Plan provided in Appendix B). <br />It is our experience that presenting management goals and objectives in this format <br />facilitates the use of the plan by a broader audience and provides communication and <br />educational materials in an easy -to- understand format. More general issues (e.g. not <br />resource specific such as watershed -wide communication and education) will also be <br />included in the issues, goals and policies sections of the plan. <br />Deliverables: <br />Draft Assessment of Problems and Issues <br />Draft Goals and Policies <br />Emmons Olivier Resources.
