1 It was the consensus of Members that the GLWMO Board needed to be very specific in they <br />2 charge to and expectation to any ad hoc committee. <br />3 <br />4 Member Manzara suggested only one ad hoc committee be implemented at any given time. <br />5 <br />6 Mr. Petersen suggested an ad hoc committee could be needed in the near future, to consider <br />7 strategic planning, and that stakeholders be sought. <br />8 <br />9 Discussion ensued on what other agencies and /or members should be incorporated into such an <br />10 ad hoc strategic reorganization committee; and how any ad hoc committees should be disbanded <br />11 upon completion of their specific charge. <br />12 <br />13 Chair Ferrington noted that the existing JPA provided for formation of ad hoc committees and to <br />14 provide funding for their charges and that GLWMO members should be involved as individual <br />15 members on those committees. <br />16 <br />17 Member Eckman advised that ad hoc committees can be very powerful when used appropriately <br />18 and effectively. <br />19 <br />20 Member Manzarra provided text for Board to learn how other agencies structure committees, and <br />21 volunteered to lead part of discussion at a future meeting, with the goal to realistic plans for <br />22 strategic planning, pull together appropriate people from organizations and concerned citizens, <br />23 and look at feasibility and direction to use powers to form ad hoc committee <br />24 <br />25 With consensus of the members, Chair Ferrington suggested that Board members study the <br />26 concepts put together by Member Manzara and review examples on line at respective agencies, <br />27 and that further discussion be included as part of the May 27, 2010 meeting or be included on a <br />28 subsequent meeting agenda. <br />29 <br />30 Mr. Maloney suggested, as a general observation, that some thought be given by the GLWMO to <br />31 developing contacts on the respective City Councils and in the community to involve them in the <br />32 process to remove the ongoing disconnect, since Council Members would be the ultimate <br />33 decision makers, and to allow responsibilities to track with that reality and to allow them to <br />34 understand the goals of the GLWMO. <br />35 <br />36 Chair Ferrington noted that neighborhoods as a whole needed to realize those realities, from <br />37 documented improvements in water quality and clarity; increased home values; and other <br />38 measurable impacts, ensuring that we all have a stake in water quality issues. <br />39 <br />40 Member Eckman announced an upcoming stormwater and design workshop sponsored by the <br />41 MN Association of Landscape Architects; and volunteered to forward additional information to <br />42 Board members. <br />43 <br />44 Adjournment <br />45 Chair Ferrington thanked members for their time and their very productive discussions, and <br />46 adjourned the meeting at 7:40 p.m. <br />12 <br />
