Member Eckman moved, Member Manzara seconded approval of the final payment to Barr <br />Engineering in the amount of $136.00 for services related to the Lake Owasso Use Attainability <br />Study published in September or 2009 (Invoice dated November of 2009). <br />Member Westerberg noted interest in comparing tonight's presentation with information <br />provided last year in the Lake Use Attainability report by Barr Engineering. <br />Chair Ferrington suggested that the Board schedule a future workshop meeting to specifically <br />hold an extended discussion about the report and how to move forward with selecting one of the <br />fourteen recommendations for implementation. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />Invoice B Ramsey County Conservation District Invoice #71010GL <br />MOTION <br />Member Westerberg moved, Member Manzara seconded approval of payment to Ramsey <br />Conservation District for administrative and support services provided by RCD staff for the <br />period of February 1, 2009 to June 30, 2010 in the amount of $3,497.00. <br />Member Eckman recused herself from voting on payment to the Ramsey Conservation District, <br />as she currently serves on their Board of Supervisors. <br />Discussion included average meeting costs, including workshop meetings; accounting of and <br />rationale for Mr. Petersen's services related to preparatory time, including documentation, <br />meeting attendance, additional research and information gathering, as well as preparation and <br />formatting of the Treasurer's document(s), with Mr. Petersen estimating that each meeting <br />required 5 -6 hours of his time. <br />Chair Ferrington explained that the Board's contract with Ramsey Conservation District <br />specifies the RCD would be used for regularly- scheduled Board meetings, and that any special <br />decision making meetings also required their presence. Chair Ferrington noted that, in an effort <br />to reduce costs, a workshop setting provided an opportunity for informal discussion, and the <br />GLWMO could decide prior to each workshop whether or not the expertise of the RCD was <br />critical.
