Ayes: 5
Nays: 0
Motion carried.
Member Eckman moved, and Member Von De Linde seconded, approval of a final invoice
presented at the meeting by Mr. Schwartz for reimbursement of the cost of pizza provided for the
Special GLWMO workshop held on September 23, 2010.
Chair Ferrington thanked Mr. Schwartz for taking care of that item for the Board.
Ayes: 5
Nays: 0
Motion carried.
Mr. Schwartz noted that the Board may wish to address the rather cumbersome current practice
of paying bills, noting the need to pay them more periodically than quarterly or allow Roseville
city staff more leeway in prepaying bills for reimbursement by the Board at their quarterly
meetings, given existing audit requirements for payment of invoices within thirty (30) days.
Chair Ferrington suggested including this discussion of a process for payment of invoices in a
timelier manner, at the November 30, 2010 meeting.
Mr. Petersen suggested discussion for the 2011 meeting schedule of the possibility of meeting
every other month.
Request for Board review of plan to repair weir at Lake Wabasso Outlet
Chair Ferrington presented his response to Mr. Craig Wills, the Metropolitan Area Hydrologist
with the DNR, regarding the above referenced weir repairs, hoping he would accept his response
on behalf of the Board. However, Chair Ferrington noted that Mr. Wills did not acknowledge it
as being representative of the GLWMO Board. Chair Ferrington advised that Mr. Wills was
poised to consider issuing the permit on October 29, 2010; and asked that the Board provide its
endorsement of the Chair's letter, or modifications as applicable to meet that timeframe, and
ensure the Board's collective opinion was considered in the permit review process.
Mr. Petersen suggested that a future agenda item could consider discussion on the process to
respond to future DNR permit review requests.
Chair Ferrington provided background and timing for requirements of the request and a previous
e -mail correspondence following a site visit.
During the site visit it was learned that a steel plate under the downstream side of weir
apparently was already in place. However, both Ramsey Conservation District and Chair
Ferrington recommended another plate be put in place on the lake -side of the weir to discourage
muskrats from burrowing to circumvent the other plate and causing leakage under and/or around
the weir.
12
