<br />~ 7D~9 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, November 17, <br /> <br />1980, at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr and Franke; and the following were <br /> <br />absent: One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The first public hearing this evening is <br /> <br />P-80-2, Gluek Lane from Pairview Avenue west, paving, curb and <br /> <br />gutter. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br /> <br />of publication for this project on file. <br /> <br />MR. HONCHELL: This project is a result of a petition signed <br />by 70% of the affected property owners, and it requests the <br />reconstruction of the existing roadway to bring it up to city <br />standards. It consists of Gluek Lane from its inception where <br />it comes in off Fairview Avenue and then it circles around in a <br />complete circle and returns again through its own exit in <br />Fairview Avenue. <br /> <br />The existing roadway is approximately 24 to 30 feet wide <br />depending on the location you measure it at. Essentially on the <br />center of the road. The proposed improvement would be to construct a <br />typical residential type roadway. By that I mean 32 feet. <br />It's a 32 foot roadway from face to curb to face of curb. <br />It's what's called a 7-ton design, or able to carry 7-ton axles <br />all weather. It has a bituminous surface and aggregate base in <br />most cases. It has concrete curb and gutter on the edges, and <br />these concrete curbs and gutter are what would be called straight <br />up and down face curb rather than the mountable curbs you see <br />
