<br />~ /0 70 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Hinnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, November 17, 1980, <br /> <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr and Franke; and the following were <br /> <br />absent: One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The next hearing is Churchill Street from Woodhill <br />to County Road C-2, paving, curb and gutter. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />MR. HONCHELL: Immediately west of Oxford comes Churchill. <br />As indicated in the past projects, this was requested by a petition <br />of the property owners. In this case, 52% of the property owners <br />along the roadway. <br /> <br />This project is somewhat simpler to explain in that the <br />roadway is essentially on the centerline and it's also essentially <br />32 feet wide. There are no special problems with trees, no <br />special problems with driveways or drainage that we're aware of. <br />If you put up the typical section map again, Mr. Strong, just to <br />remind the people of what that looks like - it would be a 32 foot <br />wide street, centered in the right-of-way with concrete curbs on <br />each side, and bituminous pavement. There's really little more <br />to say. In our opinion the road is in very poor condition and I <br />guess that's why the people got the petition. <br /> <br />COUNCILMAN KEHR: I'd like to ask a question. What are the <br />hatched lots? <br /> <br />MR. HONCHELL: This is a piece of public right-of-way. This <br />particular one, I believe, was vacated many years ago. This one <br />is not used and not proposed to be used so that is public right-of- <br />way that came with the platting of this land. With the development <br />
