<br />2 <br /> <br />now of Lexington Avenue it's highly unlikely. In fact, we're not <br />recommending that that piece of right-of-way ever be improved. <br /> <br />COUNCILMAN KEHR: In the future, will it be abandoned? <br /> <br />MR. HONCHELL: I expect it will be. There are some utilities <br />going through here now, so while we might vacate the street, we <br />might require easements to provide maintenance to them. But I guess <br />any time the property owners - particularly abutting - wish to have <br />that right-of-way vacated, at least from a staff standpoint I would <br />be willing to process that and recommend it. <br /> <br />MR. POPOVICH: The published cost of this improvement was <br />$171,300. As the engineer said, it was instituted by petition. <br />There are approximately 3,504 assessable feet. If it were lOO% <br />assessed it would be $48.89 a foot. Based on the Council's policy <br />of 25% being assessed, the assessment costs are $l4.22 a front <br />foot for those benefited. <br /> <br />As in the case of other improvements, we would not recommend an <br />assessment period longer than 15 years because of current market <br />conditions, and obviously the interest rate on those that would <br />let the assessment run the 15 years would be 1% more than the rate <br />the city would receive on the bond issue. <br /> <br />MR. ANDRE: I have received no letters or petitions. <br /> <br />MAYOR DEMOS: I will open the hearing to the public, ask that <br />each person give his or her name and the address of the property <br />to which they are referring. <br /> <br />MR. CHARLES SHEAREN, 2748 N. Churchill: I believe that's a <br />superfluous project at this time. If anybody wanted a street <br />approximating Randolph or Wabasha or West Seventh I think that's <br />where they would be and as far as the condition of the pavement <br />(inaudible) and at this time I feel it's something we don't need <br />and I vote against it. <br /> <br />MR. GEORGE KOREN, 2832 North Churchill: My wife took the <br />petition around to the other neighbors so we worked as a team. <br />She did the leg-work and I do the talking. That's here, not at <br />home. Of course we're for this project. We think the street <br />needs improving. I can't see this business of patching it every <br />year and the whole business of re-coating it and it never is <br />right. It will cost us money, but it won't get cheaper in the future. <br />It would have been a lot cheaper in 1976 and I voted with Mayor <br />Demos in 1976 to have it done but we didn't get it at that time. <br />I hope we get it this time. <br /> <br />MR. HARRY JENTZEN, 2824 North Churchill: I'm in favor of <br />improving the road project. <br /> <br />MAYOR DEMOS: Anyone else? Anyone else on this project? <br />Anyone else on this project?
