3

MR. ANDRE: We have one letter in opposition from Steiners
at 2777 No. Griggs. This was petitioned by 53% of the property
owners and would require three votes to pass.

MAYOR DEMOS: I will open the hearing to the public and ask
that each person give their name and address and the address of
the property.

MRS. MARILYN PIERSDORF, 2834 North Griggs: I've lived there for
20 years. I am in opposition to it as it stands. I thoroughly agree
something must be done with the roadway, but I guess from the
aesthetic value I do dislike the thought of the curbs going in.
I know that I have talked with various neighbors around the area
and many have agreed with me on this. Also, I never saw a petition
of any sort so I'm voicing my opinion now. Is there any reason
why there could not be just the improvement on the street without
the curb and the drainage. I know there's a street one block north
of County Road B-2 between Snelling and Ham1ine that was done not
long ago this way.

MR. HONCHELL: The City standard includes the construction
of concrete curb and gutter. I guess I don't know the name of the
road you're speaking of.

MRS. PIERSDORF: I go on record as being opposed.

MAYOR DEMOS: Water seeps along the edge of ~~e road and
undermines them and this is one of the purposes for the curb and
gutter.

MR. JOHN LESCH, 2736 North Griggs: I moved in Roseville in
1955. We had just a dirt road at that time. However, I'm very
satisfied the way our road is today. I moved away from St. Paul
because I tried to get away from the humdrum of the City. I have
seen their curbs, etc. I am opposed.

MR. ANDRE: Mr. Lesch presented a statement of four of the
property owners opposed. That's four including himself.

MR. GEORGE PROKOSCH, 2780 Fernwood: You say, like on Griggs on
the corners, they'll be paying 25% plus 10 for the side.

MR. HONCHELL: I will go through how side lots are done again.
In the case of a side lot, the shortest dimension is the frontage
and the longer is the side. Whichever side is designated as side
lot - I believe something like 135 feet along that edge of Judith
which would be the side lot in your case. That 135 feet is divided
by 10 to make the number of assessable feet, so if you had 135 feet
of side lot, you would end up with 13.5 assessable feet that you
would have to pay on. You would pay at the same rate everybody
else would be paying on, which is 25% of the actual cost.

MR. PROKOSCH: I'd be paying 25%, the same as a person on Griggs
and Judith just for my side.
