<br />4 <br /> <br />MR. HONCHELL: 25% of the actual cost, but only one-tenth <br />of the length of your lot. For instance, if they had an 80 foot <br />lot, they would pay 80 times $14 a foot. Since you only have <br />frontage on Judith, side (inaudible) you would pay for 13.5 feet <br />times that same $14. So you would pay the same rate per foot but it <br />would be on a much smaller number of assessable feet than the 135 <br />feet you own along the roadway. <br /> <br />MR. PROKOSCH: So when they do Fernwood, my frontage - does that <br />all (inaudible) out the same? <br /> <br />MR. HONCHELL: If and when Fernwood gets done, then whatever <br />the assessment rate the people on Fernwood are charged, you would be <br />charged that times the number of feet you have on the front of your <br />property. <br /> <br />MR. DENNIS DWORSHAK, 2717 North Griggs: Corner of Woodhi11 <br />and Griggs. I too have never seen a petition promoting this road <br />improvement. I have spoken to a couple of my neighbors. None of <br />them have seen the petition. I don't oppose having a road upgraded. <br />I have a personal feeling here. I was subjected to the Woodhil1 <br />project where my neighbor on the corner across from me, both of <br />us were assessed lOO%. Nobody up the street was involved in the <br />actual assessment other than through taxes, which is fine. I <br />don't use Griggs. I'm opposed to the curbs. We have a good <br />drainage system on that street as shown in the diagram here. <br />I believe if you want to improve the street, let's repave it and <br />forget about the curb and this other business. <br /> <br />A question I have to bring up to the Council is the fact that <br />the Notice of Hearing is dated October 13. My letter arrived <br />at my home exactly one week ago which would make it a month from the <br />time the Notice of Hearing was typed up. Those of us that did <br />not have privy to the petition whould have at least had a certain <br />amount of time to at least discuss the matter among ourselves that <br />were against it, so I don't know where the 51% comes from, but I'm <br />opposed to the overall project. <br /> <br />MR. HONCHELL: The notices were sent out previous to that and were <br />sent out in accordance with the regulations according to lead time <br />on public notices, but we, the City, don't control which neighbor <br />petitioners knock on the door, or maybe you weren't home. <br /> <br />MR. DWORSHAK: I don't care about the petition. I'm wondering <br />why it takes a month from the hearing to the time it gets to my <br />door. <br /> <br />MR. HONCHELL: These are prepared well in advance of the time <br />of the hearing but we want to try and make sure they go to the <br />legal property owners as close as possible to the hearing date. <br />Say we sent it out three months early - a lot of people could buy <br />and sell in between.
