You could not do the paving all the way to Manson without incorporating pieces of Millwood right in the middle of the Millwood block, so one alternative would be to put the curb and gutter there, but not do the paving. We thought if we did that he'd have to be assessed for the curb and he wouldn't be getting the full benefit such as the rest of the people up and down Patton by having a roadway and curb.
