6

MR. MOHL: That would be about 50% better, but I still think
it's kind of ridiculous to have a group of people demand an improvement
of that kind. As far as the money expenditure, I have no quarrel
there, but I do think if you have more people to participate in
this project, then it's going to be cheaper than the charges we have
now.

COUNCILMAN KEHR: I disagree with that now.

MR. MOHL: You have a right to disagree.

COUNCILMAN KEHR: Whether you're putting in one or more streets
your advantage as far as getting a more economical bid - that's
rather questionable because your materials - it's bought in carload
lots and whether you buy one or 50 carloads, the price is the same.

MAYOR DEMOS: First of all, we had hearings Monday night so we
have some other streets being done and it's quite possible those
will be let as a total project so there will be quantity work being
done within the City at the same time.

MR. MOHL: Then I will say that would be satisfactory. Naturally
from our standpoint I want it kept as cheap as possible, but I would say
that would be acceptable.

COUNCILMAN FRANKE: Mr. Honchell, why when the petitioners came
in - Mr. Mohl you understand that after the bond issue (inaudible)
doing the work three or four years ago, but there were hearings for
the Council to do all the roads in Roseville in an orderly fashion
but there was some opposition so the motion was defeated, so now the only
way you can get a street is for you to come to us with a petition.
My question is this, if this was such a problem, why did not someone
suggest to the petitioners that they go to the people on Millwood and
see if they didn't want to do that at the same time?

MR. HONCHELL: The staff doesn't tell people where they go.

COUNCILMAN FRANKE: Couldn't it have been suggested?

~m. HONCHELL: We don't tell people where to go.

MAYOR DEMOS: Then we would be pushing streets.

COUNCILMAN FRANKE: When you said it was ridiculous, it isn't
us that make it ridiculous.

MR. MOHL: I still think whoever draws a schedule like this up
should t~ce into consideration the lots that are at the end of the
block, which they haven't done up to this point.

COUNCILMAN FRANKE: We can't do anything about it.
MR. MOHL: But whoever drew it up did a weak job.
COUNCILMAN FRANKE: Maybe they contacted some people on Millwood
